Main Purpose of Job

The Coordinator for Comprehensive Arts Education position provides best-in-class program coordination, development, and support of highly effective prekindergarten through grade 12 art education programs and initiatives aligned to the Maryland State Standards to accelerate student performance in Comprehensive Arts Education programs across local education agencies (LEAs) and early learning environments in support of the success of students. This position supports the Director of Comprehensive Arts Education to develop and facilitate high-quality professional learning and technical assistance in service level-based timelines and work with LEAs and early learning providers to develop, interpret, and implement Comprehensive Arts Education programs, courses, instructional frameworks, curricula, and policies related to Maryland State Department of Education initiatives.

Additionally, the Coordinator of Comprehensive Arts Education works closely with key stakeholders (i.e., institutions of higher education, nonprofits, and community-based programs) in supporting developmentally appropriate Comprehensive Arts Education programs and activities for every child, especially those who have been historically underserved. This position collaborates with diverse communities and organizations to analyze programs and strategies that promote students’ advancement through College and Career Readiness pathways, such as dual enrollment/credit, advanced placement, early/middle college, and international baccalaureate pathways. The Coordinator of Comprehensive Arts Education position supports the Maryland State Department of Education’s efforts in implementing its multiyear strategic plan and the Blueprint for Maryland’s Future initiatives.

POSITION DUTIES

Provides best-in-class leadership and technical assistance to local education agencies and other constituencies in all phases of Comprehensive Arts Education program planning, development, implementation, and evaluation:

  • Provides guidance and direction to local education agencies and other stakeholders in all phases of Comprehensive Arts Education programs, from the planning, development, implementation, and evaluation phases aligned to MSDE’s multiyear strategic plan and the Blueprint for Maryland’s Future.
  • Manages statewide workgroups focused on the development, coordination, and implementation of Comprehensive Arts Education-based College and Career Readiness pathways aligned to the Blueprint for Maryland’s Future.
  • Provides content expertise in developing and implementing state rubrics, frameworks, and model lessons for high-quality instructional materials and professional learning for Comprehensive Arts Education.
  • Engages local education agencies, early learning providers, and stakeholders in the development and review process for all components of the state standards and instructional frameworks for Comprehensive Arts Education that aligns with best-in-class, research-based trends.
  • Conducts high-demand statewide and regional professional learning experiences for Comprehensive Arts Education.
  • Provides timely data and information to local education agencies that support meaningful instruction and collaboration towards curricular and comprehensive education goals and collects data to monitor program implementation in compliance with state laws, State Board of Education regulations, and MSDE policies.
  • Supports planning and coordination of building educator, school system, and statewide capacity for implementing high-quality teaching and learning practices focused on student outcomes.
  • Demonstrates effective working relationships with representatives from MSDE Divisions, Offices, and other governmental entities to facilitate effective Comprehensive Arts Education programs for students.
  • Builds local capacity for curriculum development, implementation, and evaluation by engaging stakeholders in the development and review process for all components of the state standards and curriculum resources for Comprehensive Arts Education to reflect the latest national and local trends in physical education.
Develops and implements professional learning for local education agencies and providers to build leadership capacity.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework in music, art, or related areas from an accredited college or university.


Experience: Five years of administrative or teaching experience in, or affiliated with, arts education or related education programs in prekindergarten through grade 12 settings.

Notes:

1. Candidates may substitute a bachelor’s degree with 7 years of the specified content experience to satisfy the minimum qualifications noted above.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of teaching experience in a comprehensive arts program.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of prekindergarten through grade 12 arts education programs and curriculum.
  • Knowledge of arts education for K-8 programs and/or grade 9-12 programs.
  • Knowledge of standards, trends, regulations, policies, and effective instruction and assessment in art education
  • Knowledge of Maryland College and Career Readiness Pathway Standards and/or State and national standards, trends, regulations, policies, and issues affecting art education.
  • Skill in implementing, monitoring, evaluating, and providing high-quality and service-level-based support and technical assistance for education programs.
  • Skill collaborating with diverse communities and organizations for the purpose of implementing programs and strategies.
  • Skill in developing and delivering research-based and best-in-class professional development programs.
  • Ability to organize and manage multiple tasks and deadlines.
  • Ability to interpret and apply learning standards, policies, and regulations.
  • Ability to work as a team member and establish and maintain effective working relationships.
  • Ability to communicate effectively, both orally and in writing.
