This position serves as the Pre-K and Mixed-Delivery System Manager and provides staff supervision within the Office of Early Learning and Instruction. The Manager is responsible for developing and executing a vision for full-day, universal Pre-K across the State that also scales high-quality instruction. In addition, the Manager supervises specialists who monitor Pre-K programs in compliance with the grant requirements of the Prekindergarten Expansion Grant (and any related grants) for program accountability.
The Manager also develops new pathways for private providers to join the mixed-delivery system in sustainable and high-quality ways so that families have the ability to find a Pre-K program that best meets their needs. In addition, the Manager supports all Pre-K programs to properly use the Early Learning Standards. The Manger also partners with colleagues within the Division of Early Childhood and across the Maryland State Department of Education to support programs in attaining Maryland Accreditation, the highest level in Maryland EXCELS, and high-quality instruction across all the early learning domains to ensure that children are ready for kindergarten. The Manager develops technical assistance that meets the needs of all Pre-K programs and also creates technical assistance that builds the capacity of potential Pre-K programs.
- Supervises staff and oversees the development and implementation of a vision for full-day, universal Pre-K across the State. This includes ensuring high-quality instruction and compliance with grant requirements.
- Facilitates the inclusion of private providers in the mixed-delivery system, supports Pre-K programs in using Early Learning Standards, and collaborates with other departments to promote Maryland Accreditation and high-quality instruction. Aligns all Pre-K and Mixed-Delivery work with the Blueprint for Maryland’s Future and MSDE’s strategic plan
- Monitors and evaluates all activities of all State-funded Pre-K sites operated by local boards of education and community-based programs.
- Provides technical assistance to Local Education Agencies and private providers to scale, high-quality, full-day Pre-K programs across the state to achieve universal Pre-K. Additionally, the Manager develops technical assistance for both existing and potential Pre-K programs.
- Supports the independent evaluator in conducting a long-term evaluation of the Pre-K sites
Education: A Bachelor’s degree in education or a related area from an accredited college or university.
Experience: Four years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.
Notes:
1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post baccalaureate course work in Education or a related area for the two years of required experience directly related to the position option.
2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for three years of the required experience.
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
