JOB RESPONSIBILITIES:
Serves as a Program Manager for the developmental and operational testing of a variety of unmanned aircraft systems. Responsibilities as a Program Manager include planning, conducting, or overseeing the execution, and generating reports of assigned tests. The incumbent will serve as a subject matter expert (SME) in the operational and developmental testing of a variety of Department of Defense, Homeland Defense, and Homeland Security unmanned aircraft programs. Applies an expert knowledge of a variety of program management tools and an extensive knowledge of test policies, procedures, and methodology to oversee and manage large programs and/or concurrent efforts. Additionally, you will serve as the liaison between the West Desert Test Center (WDTC) and the Rapid Integration and Acceptance Center (RIAC). Manage and monitor the execution of multiple RIAC Testing and Training Programs, assuring that commitments, obligations, and deliverables meet the requirements of the customer and the customer agreements. Deconflicts RIAC events with other events being executed by WDTC. Provides proposals, cost estimates, and funding expenditures tracking and reports pertaining to RIAC programs. Allocates and manages resources required to successfully meet testing and training requirements. Identifies actual or potential problem areas, trends, significant accomplishments, deficiencies, and areas of imbalance.

SPECIALIZED EXPERIENCE: In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience for the GS-13: To be found qualified, your resume must reflect 1 year of specialized experience: 1. Assisting with test or training programmatic experience pertaining to proposals, cost estimates, and funding expenditure tracking. 2. Working with DoD systems and threat testing that include: Electro-Optical (EO)/Infrared (IR) sensors, laser designators, unmanned ground/aerial vehicles, Integrated Air Defense Systems (IADS), or missile systems to conduct testing activities. 3. Assist in the development of test or operations plans to include areas such as budget, manpower, test designs, and equipment needed. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-12).
