About the Team
The BlueLabs Civic Tech practice revolutionizes the way government agencies use data to reduce the friction between residents and the essential services they use. Our team develops deep expertise within the areas our clients care about most, then builds data programs that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.
About the Role:
The Program Manager (Delivery Lead) will use a combination of strong technical understanding, creative thinking, and agile management to innovate and deliver value to our clients. Your track record stepping into this role should reflect experience working in a complex, production-oriented environment. The project's broad goal is productionizing a machine learning model that flags billing errors in a federal integrated health care system. You will work with engineers and providers on a team including external partners to drive high-impact results for millions of Americans.
In this position you will:
- Act as delivery lead, schedule demos, and present deliverables
- Coordinate and facilitate regular agile ceremonies including daily stand ups, sprint reviews and planning, retrospectives, and backlog grooming for a multi-partner engineering team, including managing a kanban board
- Track, compile, and deliver regular reports on team progress, obstacles, and successes
- Develop team best practices and standard operating procedures
- Develop and manage product roadmaps and timelines
- Write and produce administrative documentation that supports building architecture that scales and puts the model into use
- Navigate federal approval and data access procedures including Authority to Operate
- Acutely understand program requirements and application systems
- Facilitate internal and external stakeholder communication to ensure timely, accurate, and actionable deliverables
- Build meaningful connections with stakeholders that strengthen yours and BlueLabs' relationships
- Maintain and prioritize a work product that is clear, concise, and trackable for our team and the client
- Such other reasonable tasks that may be assigned by management.
What we are seeking:
- Delivery lead experience developing product roadmaps, delivering progress reports, and hosting demos
- Project management experience leading agile ceremonies either as scrum master or in a similar capacity, SAFe certification preferred
- Demonstrable expertise in agile methodology and frameworks like Scrum, Kanban, etc.
- Experience laterally managing engineering and data teams, workflows, and products
- Product management experience, especially in a machine learning environment
- Experience with cloud computing and monitoring such as AWS and Datadog, as well as infrastructure as code tools such as Terraform
- Strong client management skills including the ability to successfully work within cross-functional teams
- Exceptional business writing and presentation skills for internal and external clients
- Ability to function independently within a collaborative environment, maintaining positive & respectful relationships
- Ability to adapt to changing requirements, stakeholders, and priorities in an evolving project
- Effective communication skills when working with team members of varied backgrounds, roles, and functions
- Passion in applying your skills to our social mission to problem-solve and collaborate within a cross-functional, client-facing team environment
- The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years.
