This position is in the District of Columbia Homeland Security and Emergency Management Agency (DCHSEMA). The mission of DCHSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. DCHSEMA reports directly to the Mayor through the City Administrator. The successful candidate for this position will assist the planning and implementation of a comprehensive critical infrastructure (CI) program for DCHSEMA.

This position is within HSEMA’s Resilience Bureau under the direction of the Bureau Chief, who provides administrative direction in terms of broadly stated objectives and available resources and facilitates engagement with other agency components. The incumbent assists with planning and carrying out assignments, interprets policies and procedures in terms of established objectives, and assignments. The incumbent should demonstrate strong knowledge of District government processes and experience with interagency coordination and keep the lead or supervisor apprised of issues requiring leadership resolution.

Duties and Responsibilities

The Program Analyst for the Resilience Bureau which includes programs related to critical infrastructure, disability access and functional needs, resilience, and hazard mitigation. The Program Coordinator should demonstrate familiarity conducting engagement with populations with disabilities and other access and function needs, as well as developing emergency management plans, outreach materials, and compliance with legal requirement related to these populations. The Program Coordinator should also demonstrate a working familiarity with the Resilient DC Strategy, supply chain analyses, generator and power assessments, and climate policy.

The incumbent will conduct or participate in risk assessments of District critical infrastructure with the U.S. Department of Homeland Security and other assessment teams and track progress in addressing vulnerability gaps. While assisting with identifying training gaps based on completed assessments and assisting with critical infrastructure-related exercises. Foster effective working relationships and represent agency interests with other District agencies; federal, state, regional, and local governmental officials; first responders; private and public sector infrastructure owners/operators; and other stakeholders on critical infrastructure issues.

Qualification and Education

This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.

A college degree in homeland security, emergency management, or any related field desired. Minimum of three (3) years of experience working in related field is desired, including planning, training, and exercise experience.

Licensures and Certifications requirements

Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.

Work Conditions/Environment

Incumbent will generally work in office settings with local travel. The incumbent will work outside and, in the community, potentially requiring extended time standing or walking through seasonal foul weather. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30am - 4:30pm (however hours can vary based on the mission)

Pay Plan, Series and Grade: CS-343-12 (Grant Funded-Term Appointment)

Collective Bargaining Unit: This position is a part of the Collective Bargaining Unit (CBU) and may require you to pay month dues.

Promotion Potential: No Known Promotion Potential

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
