About the Position: Serves as a program analyst for Civil appropriated funds in the Civil Works Branch, Planning, Programs, and Project Management Division (PPPMD). Responsible for programming and funds management activities necessary for the development, defense, and execution of assigned programs.
Duties
Assists senior program analysists in the preparation and submittal of project data and documents to support development and defense of Seattle District's civil works program.
- Works with senior program analysts to respond to inquiries, to evaluate project and program execution, and to assure program objectives are met.
- Works with senior program analysts to assess the need for reprogramming actions and recommend adjustments to current and future year programs.
- Assists in project management for assigned civil works projects by gathering current information, preparing management control checklists and Congressional Testimony books.

Minimum Qualifications for GS-11 grade level:
Specialized Experience: One year of specialized experience equivalent which includes: (1) budget formulation, management and administration of an organization's budget; AND (2) reporting to management on the status of the organization's funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
