Norwegian Church Aid (NCA) works in the field of Water, Sanitation and Hygiene and in prevention and response against Gender-Based Violence. Local partners and NCA are implementing the projects in multiple provinces of Syria. NCA is also engaged in humanitarian response to the earthquake in the field of shelter, cash programming, food security and water, sanitation and hygiene.
As our new Procurement and Logistic Manager, you will be based in Damascus, where the main objective will be to manage all procurement and logistic activities in Syria and in addition, build local partner and NCA staff capacities. We are looking for you who has a solid management experience with implementing global logistics and procurement manuals and can develop national routines and procedures. In this position you will skillfully deal with stakeholders such as partners and vendors. The position includes travel to field locations within Syria and to Lebanon upon request.
We offer a great opportunity to work with highly competent national and international colleagues. The position is for twelve months, with the possibility of extensions. NCA will provide you with housing in shared guesthouse, living and security allowance with a Rest and Recuperation scheme. The position is an expat position. Syria is a non-family duty station.
Start date: 1 November, or possibly earlier.

Job description
- Lead and line manage the logistic team and its national staff and ensure all staff has excellent knowledge of NCA Procurement Manual, NCA Operational Manual, and other nationally defined procedures, routines and guidelines.
- Lead and quality assure the procurement and logistic processes of NCA Syria in collaboration with Country Director, Head of Programme, Finance Manager and other staff.
- Follow-up of partners and partner agreements and implementation with regards to logistic and procurement capacity building, carry out partner logistic assessment, follow up of assessment findings and provide technical support in project implementation.
- Participate actively in the working groups of the national logistic cluster and take initiative to share experiences and create synergies between like-minded agencies.
- Work strategically to mitigate logistic and procurement risks in NCA and partners such as risk of corruption, mismanagement, market- and price disruptions, international restrictions, availability of key commodities and services and other limitations such as customs, import, etc.
- Upon request, provide support to the NCA Lebanon Country Office in procurement and logistics.
Qualifications
- Master’s degree in International Logistics and Procurement, or alternatively Business and Administration or other relevant degree that is complemented with the necessary documented experience in procurement and logistics management.
- 5-7 ears of experience in the field of international logistics and procurement, including 4-5 years experience from humanitarian or development agencies.
- 3-4 years management experience with proven ability to work to improve staff capacity, transfer skills, knowledge and build collaborative work environments.
- Experience in all key fields of logistic and procurement, such as procurement planning, bid-processes, transport and fleet management, store management, market assessment and price monitoring, vendor and price database.
- Experience with recruiting and training staff.
- Experience with working in complex emergency settings, complying with laws and restrictions.
- Fluency in verbal and written English is required
