WHAT WE ARE LOOKING FOR
We are currently recruiting for Senior Project Procurement Manager. The key objective of this role is to support the successful delivery of a large engineering Programme through leading and driving the procurement and supply chain activities through Design and manufacturing phase of production.
This role requires an in-depth experience of Project Procurement, preferably with knowledge and experience of Defence Programmes and the UK Supplier base in this domain (Electrical & electronic systems, raw materials, metalwork,machining and fabrication would be beneficial).
Taking specific functional responsibilities within the overall programme for the delivery of timely Procurement activities to support the development of solutions, creation of competition, delivering UK content that demonstrates value for money.
Ensuring alignment and delivery of the procurement functional strategy in meeting Programme objectives.
Managing the wider programme’s external supply chain, facilitating strong commercial, technical and Programme relationships and establishing an international collaborative delivery culture with each supply chain partner.
The role will involve the oversight and support of all subcontracted activities within the Programme and require the reporting of Programme progress through programme, function and business reporting lines.
Responsibilities include:
- Being a key part of the programme management team to meet the operational and strategic procurement needs of the programme.
- Leading the procurement work package within the programme, managing the effective deployment of Procurement processes and contribute to the development of Procurement policy and processes for the defined area of responsibility.
- Set direction and be responsible for the delivery of the programme procurement plan. Specific responsibilities as a senior manager within the function to discharge procurement requirements through the Design and Manufacture phase of the RBSL business, whilst ensuring that SHE remains central to the task;
- Engaging as part of the Procurement Management Team to align functional objectives with overarching business strategies and deliver agendas as defined by the business;
- Management and leadership responsibility for a team of skilled procurement professionals, group leaders and managers including Strategic and Operational Procurement staff;
- Ensuring people are skilled, competent and empowered to meet the functional and business objectives;
- Providing an excellent internal customer experience, through functional and supplier performance and embedding a culture of continuous improvement;
- Promoting a one-team approach across all RBSL sites whilst maintaining collaborative relationships with the parent companies of the Joint Venture, customers and partners;
- Creating an environment that is oriented towards the highest ethical standards, trust, open communication and creative thinking;
- Championing SHE performance and quality within the RBSL supply chain;
- Financial budget responsibility as the Cost Account Manager for the supply chain.
WHAT QUALIFICATIONS YOU SHOULD HAVE
- Ideally degree qualified and CIPS accredited or alternative experience
- Experienced in creation & implementation of Project Procurement activities including reporting;
- Experienced in working within a multi-national Procurement organisation and complex matrix organisations;
- In-depth working knowledge of creating Requests for Tender and the assessment process;
- Commercially strong, with ability to negotiate at senior levels within Supply Chain and leverage spend wherever possible;
- Ability to deal with ambiguity
- Ability for calm and pragmatic decision making and the ability to work with the business and find cost effective solutions with appropriate risk mitigation;
- Control account management of delegated work packages;
- Ability to co-ordinate & lead direct reports;
- Current experience in managing operational procurement and developing functional policy, process and procedure;
- Highly motivated and self-disciplined, with the ability to work autonomously, under the minimum of supervision;
- Good communication skills with the ability to talk to Senior Directors and Peers to present the position of Procurement
- Ability to manage relationships with stakeholders, dealing with escalations and facilitating discussions with different stakeholder groups to address conflicting requirements and priorities;
- Capable of delivering complex reports and giving formal presentations on operational and strategic issues;
- Definition of Key Performance Indicators and producing effective methods of data capture to support their generation;
