The Role


ATOL (which stands for Air Travel Organiser’s Licence) is a UK financial protection scheme, established in 1973, which protects consumers booking air package holidays against the insolvency of their travel business. Over the years ATOL has become a household name and has proved itself to be hugely valuable to consumers, in particular following the failures of Thomas Cook and Monarch. ATOL continues to form a major part of the consumer protection landscape in aviation, and the CAA is committed to ensuring it remains up to date and keeps pace with the changing nature of the industry and consumer preferences.


As the Principal for ATOL Policy your primary role will be to assess the effectiveness of our current policies for ATOL and to lead on their continued development. You will need to consider numerous impacting factors including consumer awareness and understanding of ATOL, the extent and nature of the protection offered by ATOL, and the impact of new technologies and business practices. You will take the lead on the delivery of major ATOL policy projects. This will be done in line with the CAA’s strategy and statutory objectives.


This role will put you at the heart of decision making and stakeholder management for ATOL. You will become the go-to individual for both internal and external partners and it is vital that you are able to expertly engage with relevant and influential partners from government, industry and other CAA teams/departments. To achieve this, you will need to embody ATOL, representing the scheme at events and forums across the country.

Core Accountabilities


  • Seeking out and identifying high-risk consumer issues in the context of the financial protection of flight-inclusive holidays.
  • Developing and delivering major ATOL regulatory policy projects.
  • Formulating and developing the CAA’s ATOL regulatory policy and communicating this to industry and other stakeholders, including through guidance.
  • Maintaining effective liaison and coordination with wider ATOL teams, in particular ensuring that the Group’s other ATOL policy related activities are coordinated and take account of the Group’s business priorities.
  • Maintaining effective links with government departments with a role in package holiday protection, especially DfT and BEIS, as well as consumer organisations such as Which?.
  • Promoting the work of the CAA in the field of package holiday financial protection and rights, engaging with stakeholders both nationally and internationally through relevant fora, including conferences, workshops, etc.
  • Leading beyond authority to secure the buy-in of travel businesses (and their trade bodies) to the importance and legitimacy of the CAA’s role in this area.

About You


  • Graduate level educated or equivalent experience. A relevant degree with a strong policy or research component would be an advantage.
  • Advanced-expert’ level of knowledge, skills and competency in a field relevant to consumer and/or regulatory policy.
  • Professional experience of the following in a regulatory setting:
  • Development of regulatory / consumer policy, including the delivery of major policy projects along with supporting guidance.
  • Extensive partner management with a proven track record to form relationships internally and externally.
  • Excellent written communication and influencing skills
  • Strong data analysis skills – an ability to analyse sophisticated data sets quickly and accurately to identify trends and anomalies, and transform it into recommendations and policy.
  • Proven critical thinking skills,
  • Knowledge and understanding of the implementation of management systems with experience developing impact assessments, implementing policies and procedures,
  • Self-motivated and willing to work flexibly in response to changes in priorities.

Additional Information


For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
