Job description

As we enter the Fourth Industrial Revolution, a wave of technological innovation is creating new industries, disrupting existing structures and transforming the way things are done. New products, services and business models are emerging which don’t fit with existing regulatory systems.

In its White Paper on Regulation for the Fourth Industrial Revolution, the Government committed to establishing the Regulatory Horizons Council (RHC). The Council is an independent body set up to identify the implications of technological innovation and advise the government on regulatory reform needed to support its rapid and safe introduction: https//www.gov.uk/government/groups/regulatory-horizons-council-rhc.

The council of experts, together with a team of civil servants has delivered robust recommendations to government on how to support innovations in a wide range of sectors, ranging from fusion energy to drones!

Our team has an exciting programme of work and works together with the Council on 'deep dives' – focused work on a theme - to deliver recommendations on the regulatory reform required to support new and emerging technological innovations. This role would give you the opportunity to engage widely with regulators, businesses, innovators, civil society, international organisations and academia to gather evidence, develop recommendations and catalyse change across key priority areas. We have delivered recommendations on a range of topics and have recently published reports on the regulation of AI in Medical Devices and Neuro-technology.

The candidate will join at the perfect time as we consider options for our next programme of work, which could include regulatory reform on topics ranging from quantum computing to genomics!

We are a highly supportive and friendly team, keen to work in an agile way and prioritise opportunities for learning and development. We are committed to maintaining a healthy work life balance.

This role is suitable for apprentices currently undertaking an apprenticeship against the Level 4 Policy Officer Standard.

If eligible, as part of this role you may have the opportunity to undertake the Level 4 Policy Officer apprenticeship dependent on existing qualifications and experience.

Person specification

The successful candidate will support the RHC in engaging with a wide variety of stakeholders to deliver projects that influence regulatory reform, with key responsibilities including:

  • Management of the RHC's communication channels and development of innovative and engaging content to build awareness and influence thinking on regulatory reform;

  • Supporting the delivery of set-piece events, including London Tech Week and relevant conferences;

  • Supporting the selection of the RHC's future work programme by engaging with a wide range of stakeholders across Government, regulators and industry

  • Working closely with Council and team members to support the delivery of projects to advise government with corresponding recommendations for regulatory reform to support their rapid and safe introduction;

  • Developing awareness and expertise in sectors that you work on, particularly on issues around emerging technologies; and

  • Supporting and/or leading on short projects - where delivery can range from organising cross-cutting workshops to delivering on key cross Government Ministerial interests!

Skills and Experience

We would love to hear from you if you have:

  • Excellent communication skills and the ability to write creatively and convincingly, adapting content for different channels and audiences;

  • An ability to understand the strategic context and its impact on your work;

  • Good team working skills and a willingness to offer support and assistance to the wider team as required; and

  • An interest and willingness to learn about emerging technologies and innovations and their potential implications for society.
