Do you want to advise ministers on promoting and protecting the UK’s economy and its competitiveness internationally in a fast-changing environment? If so, read on!
International Group provides opportunities to work on areas including - spending control on international development, trade policy, climate change, health, cooperation on Ukraine, economic security, financial sanctions and tackling illicit finance. We also manage economic relationships with Europe, US, China and other advanced economies and emerging markets.
We build relationships with external and international partners and represent the UK in a range of international groupings and institutions, including the G7, the G20, the International Monetary Fund and at some of the Multilateral Development Banks. We also analyse international comparisons and the wider global economic context, including for fiscal events. Although international travel is an important part of some roles, it is not required for every role in the group and will be specified if required.
The Team
The Office of Financial Sanctions Implementation (OFSI) has been operational since March 2016 and has quickly established itself as a world-leader in financial sanctions, a key area of financial foreign and national security policy.
OFSI is the UK's Competent Authority for financial sanctions. It leads on the implementation of UN and UK financial sanctions and domestic terrorist asset freezing, providing a high-quality service to the private and third sector, and guidance to help them follow the law. It works closely with law enforcement, intelligence agencies and strategic policy colleagues across Whitehall and beyond to help ensure that financial sanctions are accurately understood, implemented and enforced. OFSI has important partner relationships in the regulated financial services sector, the primary implementers of financial sanctions, and is an integral part of the
sanctions community worldwide.
There are currently c.30 financial sanctions regimes, including sanctions relating to AQ/ISIL, Russia, North Korea, Iran, Syria and Libya, and new regimes have been added to address corruption, human rights abuses and the threat of cybercrime. Approximately 3000 individuals and entities are targets of financial sanctions. OFSI also implements domestic HM Treasury counter-terrorist financial sanction designations.
The UK, alongside international partners, has introduced an unprecedented package of sanctions measures in response to Russia’s invasion of Ukraine. OFSI sits at the heart of the UK Government’s response and is significantly enhancing its resources and capabilities to ensure effective enforcement: we have expanded from 44 to over 100 full time employees and strengthened our powers through the Economic Crime (Transparency and Enforcement) Act 2022.

About the Job
As part of the Integrated Review refresh, the Prime Minister allocated funding to improve the effectiveness and deterrent effect of UK sanctions and wider economic deterrence, boosting diplomatic and economic tools to respond to and deter hostile acts.
These are new roles which will give successful candidates the opportunity to shape HMG’s approach to enforcing sanctions and countering circumvention.
We are seeking five high performing and self-motivated Range Ds (HEO/SEO) to lead on challenging, but rewarding programmes of work, as the UK continues to respond to Russia’s invasion of Ukraine.

These are exciting, diverse roles, that will provide opportunities for the post-holder to work at the forefront of financial sanctions implementation. These roles will suit candidates with experience of working on economic crime, engaging with a range of Whitehall stakeholders and international powers and delivering crosscutting HMG priorities.
We are looking for people who have the right set of skills for the role, who demonstrate the values of our organisation, who are motivated to come and work with us, and who can demonstrate an ability to quickly develop an understanding of a complex and sensitive area.
As the conflict in Ukraine continues, it is critical the UK Government has the right enforcement capabilities in place to achieve an effective financial sanctions regime. This is why OFSI has been allocated funding from the newly announced Economic Deterrence Initiative to develop the capabilities needed to address financial sanctions circumvention.
Key responsibilities for these roles will be:
1 x Intelligence Adviser, International enforcement and counter – circumvention
1. Identifying, scoping and planning the delivery of key operational and strategic intelligence tools and ensuring the tools are being effectively utilised.
2. Developing core intelligence products on financial sanctions circumvention activities, patterns and typologies and work with HMRC, where appropriate, on analysis at the nexus of trade and finance.
3. Inform a cross-government strategic approach by ensuring OFSI analysis complements and adds to Whitehall efforts on countering circumvention and international engagement.
2 x Policy Advisers, International enforcement and counter – circumvention
1. Lead input into multilateral sanctions circumvention forums such as Russian Elites, Proxies and Oligarchs Task Force (REPO) and the G7 Enforcement Coordination Mechanism where OFSI is the HMT lead.
2. Develop processes for smooth and effective information sharing with the private sector and other jurisdictions on circumvention activities and patterns.
3. Support the Branch Head in developing necessary project management functions and governance structures for working with Whitehall colleagues with an interest in sanctions circumvention including FCDO, HMRC and DBT.
2 x Policy Advisers, Export controls and financial sanctions
1. Scope and deliver case for practical HMG interventions including tools to prevent and disrupt breaches of financial sanctions at the border.
2. Increase the intelligence available to Whitehall for launching proactive investigations into sanctions breaches and offences.
3. Increase the oversight of good movements and associated reputational risks for HMG, working hand in hand with HMRC and DBT colleagues.
Prior knowledge of economic security including sanctions would be an asset - but is not necessary for the purpose of starting the role.
OFSI colleagues can be involved in a wide range of activities and can get to meet many different people and organisations. Owing to the nature of these posts, successful candidates will undergo Security Check (SC) security clearance before starting in post. The post holder may also be expected to undergo Developed Vetting (DV) security clearance once in post. Applications are welcome from those without current DV.
You have the option of being based in our London or Darlington office when you start with us. You’ll be asked to specify which of these office locations you would like to be based at when you submit your application.

Eligibility Statement
