Duties
Leads the multimedia group of photographers, videographers, web developers, graphic artists, and public content creators to develop and implement digital communication strategies using web, social, and interactive media to enhance communication capabilities.
Recommends, develops & implements best practices for digitally-mediated communication, collaborating with offices throughout the ODNI on strategy, accessibility and transparency.
This includes management of web & social media policy, designs, content for ODNI's social media activities, internal and external communication.
Leads team that plans and executes online media campaigns - to include social media content - to provide greater understanding of the ODNI and the Intelligence Community's mission, goals, and strategies to a variety of diverse audiences.
Coordinates with media relations and internal communications teams to ensure consistent messaging and timely communications. Serve as an adviser to ODNI components on electronic media communications strategies, initiatives, and messaging.
Collaborate with IC Public Affairs offices to identify strategic, collaborative communication initiatives - specifically those focused on digital technologies.
Cultivates and fosters productive working relationships with staff in other communications organizations in the Intelligence Community, and, as appropriate, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities.
Monitors and evaluates the impact of electronic media communication efforts and provide structured recommendations and innovative solutions to maximize the effectiveness of communication within the Intelligence Community.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Expert level talent communicating any topic, whether high profile or routine, in a creative way that maximizes readership and understanding.
Superior oral and written communication skills with the ability to conduct and lead independent research, filter and synthesize data, and produce clear, logical, and concise products.
Superior interpersonal and customer service skills are a must, including the ability to work independently and in a team or collaborative environment, to work with all levels of employees from support staff to front office leadership, and to be proactive and responsive in communicating with all stakeholders.
Superior ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; demonstrated ability to work effectively with senior leaders in a high profile and demanding office.
Superior analytical and critical thinking skills, including the ability to think strategically and to develop and produce complex public affairs information and materials.
Superior leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.
Knowledge of the ODNI, IC, Congressional oversight committees, and the overall national security apparatus.
The ability to obtain a TS/SCI security clearance is required.
Demonstrated experience with developing and implementing strategic communications with a digital component, and with the use of digital tools and infrastructure including social media.
Education
Bachelor's or Master's degree in journalism, marketing, public relations, or public affairs with eight years of experience, or twelve years experience, expertly leading and managing a staff of production specialists that contribute and produce multi-platform communications including broadcast, web, social media, and print, while coordinating graphic design, copywriting, production, and printing processes.

Salary Determination:
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.
On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
