People and Culture Business Partner ( Learning and Development Lead)

A position has become available for a People and Culture Business Partner reporting into the Director of People and Culture in a dynamic and fast paced environment in a culture where work life balance and great working relationships are valued. It is a role that can make a real impact in driving the culture change agenda led by the Board and Executive Team.
It’s a business where we can are closest to our patients in the community through General Practice serving circa 55,000 patients in Oxfordshire, providing excellent services such as Gynaecology, Counselling, Hospital at Home and Urgent Care for Oxfordshire and Northamptonshire. This is alongside supporting other GP practices to manage innovative health programmes such as Social Prescribing and Clinical Pharmacy, for the overall benefit of patient quality and care within the community.
What will you be doing ?
We are still at the beginning of transforming people and culture and you will be:-
- Working with your stakeholders you will create people and OD strategic/operational plans for their business units which will be informed by your deep knowledge of their business and your expertise
- Help managers to develop and drive culture with the right advice and support on policy, process, benefits, inclusive resourcing, learning, well-being and workforce planning.
- Handle more complex people issues
- Driving data led people solutions to support managers to make people related decision
- Lead on learning and development to continue to build the learning and development culture
- Opportunity to work on organisation wide projects and work programmes as we continue to build the business
To be successful you will :
- Have a strong HR Business Partnering background grounded in the health sector
- Solid employment law experience and generalist background with a CIPD qualification
- Pragmatic, commercial focussed approach to your work
- Passionate about supporting managers to develop their people and change the culture in their business
- Keen to put your experience in learning and development into practice both delivering innovative solutions, developing companywide frameworks and evaluating their impact.
- Self-starter that can make an impact at all levels of the organisation

We fully support a flexible approach to working although it is anticipated that you will work on site either at Bicester or Banbury to build those relationships with the team and your stakeholders.

- Are you a chartered member of CIPD with evidence of continuing professional development?
- Do you have Proven experience as a HR Business Partner or similar role gained in the health sector?
- Do you have experience managing complex employee relations cases and large-scale TUPE transfers in and out of organisations?
- Do you have sound, up to date knowledge of HR best practice, employment law and current thinking and developments in HR?
- Can you provide evidence that you have history of effective working at a senior level in large, complex, high performing organisations?
- Are you able to analyse and give advice on highly complex workforce problems and demonstrate developed negotiation skills to produce tailored solutions?
