About this Role

Job purpose

To provide strategic leadership and management of the school’s business resources to support the school in its primary function of teaching and learning. To work with the Senior Leadership Team to assist the Headteacher in achieving objectives identified in the School Development Plan. It is expected that the Operations Manager will normally take their annual leave entitlement during the school holidays.

Main duties and responsibilities

These duties and responsibilities should be regarded as neither exhaustive nor exclusive as the post holder may be required to undertake other reasonably determined duties and responsibilities commensurate with the grading of the post.

Leadership and strategy

  • Provide strategic leadership and development of the resource and business functions of the school and its estate.
  • Provide outstanding operational management for business services, including finance, human resources, facilities management, catering, and health & safety.
  • Communicate the school vision effectively at meetings both internal and external and support school events as appropriate.
  • Liaise effectively with colleagues in the Anthem national team, working within the agreed trust frameworks, providing information for the trust as required in your areas of accountability.
  • Attend Anthem and school meetings, training and events as required.
  • Collaborate and share best practice with other Anthem schools, attending training, meetings and events as required.

Financial Management & Control

  • Budgets- work with the Anthem Management Accountant to prepare the annual budget and 3- year forecasts for the school.
  • Financial Monitoring –support the Headteacher with management of the school’s finances, discussing the position presented in the monthly management accounts prepared by Anthem and future spend. Meeting regularly with cost center managers to discuss the current financial position and future spend.
  • Transactional processing – ensure all financial transactions are processed accurately and in a timely manner by the School Finance Team
  • Financial control – ensure that the school complies with the Anthem Financial Handbook
  • Cash flow – manage debtors and creditors ensuring collection of monies due and payments are made in a timely manner.
  • Payroll – ensure that accurate timely information is provided to the payroll provider and pension schemes. Support the Headteacher with approval of the monthly payroll.
  • Audit and Year end – provide all schedules and information required for year end audit to Anthem.
  • Liaise with and provide information to the Anthem internal auditors and ensure internal audit recommendations are implemented.
  • Income generation – support grant applications and diversification opportunities. Ensure any grants are properly recorded and information provided to funders.

Facilities & Estates Management

    • Draft and implement the School Asset Management plan.
    • Ensure the safe maintenance and security operation of all school premises.
  • Oversee the maintenance of the school site, including the purchase and repair of all furniture and fittings.
    • Work with the Anthem Head of Estates on capital works and other large maintenance issues, keeping them updated at all times.
    • Ensure the continuing availability of utilities, site services and equipment.
    • Develop, establish and manage effective procedures for estate management and maintenance.
    • Ensure a safe environment for the stakeholders of the school to provide a secure environment consistent with the ethos and values of the school and its safeguarding commitments.
    • Ensure ancillary services e.g. cleaning and caretaking are monitored and managed effectively.
    • Ensure Anthem’s arrangements for insurance are effectively managed within the school.
    • Ensure the effective management of Health and Safety associated with the premises, ensuring compliance with relevant legislation and Anthem policies and procedures.
    • Ensure systems are in place for effective monitoring, measuring and reporting of health and safety issues to the Senior Leadership Team and Anthem.
  • Work with the Anthem Head of ICT to ensure that the IT and technical services provided are able to meet the needs of the school.

Human Resource Management

    • Support the HR Manager with the recruitment, appraisal and development of all support staff.
    • Ensure people have a clear understanding of the policies and procedures, and the importance of putting them into practice.
    • Monitor the way policies and procedures are implemented and provide support where necessary.

Procurement

  • Ensure that procurement processes follow Anthem procurement policy and guidelines.
  • Retain copies of contracts and maintain an accurate and up to date register of contracts.
  • Proactively manage contracts ensuring the school is obtaining value for money and any issues are dealt with in a timely manner.
  • Support Anthem in any trust-wide procurement initiatives.

Administration

  • Ensure school compliance with Anthem and school policies.
  • Ensure school website compliance, and actions from the Anthem website compliance audits are addressed in a timely manner.
  • Be the nominated Educational Visits Coordinator for the school ensuring all trips and visits comply with relevant regulations and Anthem policy and include appropriate risk assessments.
  • Lead the Admissions process working with other relevant staff to deal with all aspects of school admissions.
  • Review the pupil census to ensure accuracy in determining the calculation of the General Annual Grant and Pupil Premium allocations.
  • Act as the Data Protection Lead for the School, ensuring relevant policies are followed reporting to the Anthem Data Protection Officer.
  • Act as the Complaints Coordinator for the school following the processes set out in the Concerns and Complaints policy.
  • Ensure school holds required licences e.g. radio operator licence; D10 permit
  • Ensure compliance with responsibilities as laid out in the Equal Opportunity Policy and taken an active role in promoting equality and diversity.
  • Be aware of and comply with policies and procedures relating to child protection, health and safety and security, confidentiality, and data protection, reporting all concerns to the Headteacher.
  • Promote the school’s policies on behaviour management.
  • Oversee the school Critical Incident Plan, ensuring that it is up to date and available if needed.
  • Support the Headteachers to maintain the school risk register.
  • Undertake such other duties as reasonably correspond to the general character of the post.

Community

  • To ensure effective and efficient administration and management of the school’s lettings, in accordance with Anthem policies.
  • To ensure the provision of support to the Headteacher in publicising the school and its facilities to parents and members of the local community
  • Support the promotion and marketing of the school in the local community.
  • To ensure that effective lines of communication are maintained between the school and local residents through letters and events.
  • To report to the Local Governing Body on matters of school operations when required by the Headteacher.
