Lancashire County Council deals with over half a million tonnes of municipal waste each year. The council has a network of waste processing, transfer and recycling facilities and has several multi-million pound waste and transport contracts.

The Operations Manager (Transfer Stations, Contracts and Maintenance) (TS,C+M) will report directly to the Contracts and Operations Manager.

The Operations Manager (TS,C+M) will be responsible for various functions and ancillary services that support the council's waste operations and must have the ability to deliver efficient, compliant and safe processes against a backdrop of demanding targets and challenging budgets.

This will involve the management and operation of waste transfer stations, procurement and management of a range of service contracts, the development of operating and reporting systems, management and monitoring of performance, performance improvement and efficiencies and budgetary control.

The Operations Manager (TS,C+M) will directly manage other managers who themselves have large teams of staff, ensuring that all of the council's policies, procedures and practices in are fulfilled.

The role requires the postholder to work closely with, and cover for, other equivalent managers across the Waste service to ensure that all aspects of the council's waste operations, and wider services, are delivered efficiently.

Typical duties will include the following:

  • The management and day to day operation of waste transfer stations.
  • Procurement and management of a range of service contracts for maintenance, transport and waste offtake and processing.
  • Implementation of planned and routine maintenance systems.
  • Management of ancillary services such as technical and network support and stores.
  • Supporting the recycling and reuse of waste across the waste network.
  • Ensuring operations are compliant with all statutory and legal obligations.
  • Analysing business intelligence and developing and implementing strategies to ensure operational improvements are delivered to meet budgetary and performance targets.
  • Active involvement across the whole waste service, providing direction and problem-solving support.
  • Providing clear and detailed written reports and confidently presenting them to senior managers and other stakeholders.
  • The management of a large team of workers with varying skill and ability levels.
  • Leading, coaching and mentoring to develop others.
  • Identifying opportunities for improving procedures and processes within the team or wider service area to support the continuous improvement of council services.
  • Supporting the Contracts and Operations Manager in the delivery of aspects of their role that are commensurate to the grade of the post.

Additional requirements:

  • Occasional weekend or bank holiday working may be required to meet service needs.
  • The post holder will be required to undertake relevant competency qualifications.
