We have an exciting opportunity to join our City-Wide Housing Services. We are recruiting to 5 Operations and Development Manager roles.
This is an exciting time to join us in Citywide Housing Services as we review our services allowing you the opportunity to be a part of shaping our future.
As an Operations and Development Manager you will manage and assist in leading the Service to ensure innovative, high quality, continually improving and customer-focused service delivery across all of its functions. The successful candidate will work collaboratively with key partners both internal and external to improve the rehousing outcomes and support for some of the most vulnerable citizens of Sheffield.
Homelessness is increasing but we are ambitious on how we tackle this and deal with inequalities that people have in housing. Our customers are at the heart of everything we do and we are making changes to our service to focus on the prevention of homelessness ensuring that vulnerable people in Sheffield get the best outcomes.
We are looking for motivated individuals who are excellent communicators with operational management experience in Housing Services or a related field. You will have experience of working in partnership with excellent project management skills and have knowledge of the challenges facing the housing sector.
The 5 posts are across our 4 new services as follows:
1 - Rehousing and Homelessness
We are bringing two functions of our City-Wide Housing Service together to provide an in-depth casework team to work with people who are homeless or need to move. This will involve undertaking homeless assessments as part of the Homeless Reduction Act as well as working within our own allocations policy and matching to suitable vacancies and managing rehousing priorities. The team also manages the pathway into supported accommodation. The Rough Sleeper Team is part of this service which includes a team that work on an outreach basis with the most vulnerable people in the city.
2 - Accommodation and Support
- Support
You will manage SCC’s housing based support services. These are designed to help customers retain their tenancy in either the social or private rented sector. You will also be responsible for managing support to customers in temporary accommodation and refugee resettlement schemes. You will manage intensive support including our Housing First service.
- Housing
You will manage the property functions of our dedicated specialist and temporary accommodation schemes across the city, including dedicated sites and dispersed accommodation. You will also manage our furnished tenancy offer to SCC tenants.. The successful post holder will be responsible for the efficient management of our temporary accommodation, meeting targets on rental income, void periods and property standards.
3.- Commissioning and Partnerships
- Homelessness Prevention, Commissioning and Partnerships
You will lead on homelessness prevention across Sheffield by leading on the delivery of our new Homelessness Prevention Strategy (REPLACEMENT_STRING2028) and its associated action plan. You will work extensively with partners across the city to ensure a joined up approach to homelessness prevention, this will also include the delivery of training on homelessness prevention to SCC staff and partners.
- Rough Sleepers Initiative (Temporary up to 1 year)
This is an exciting temporary opportunity to lead and coordinate the Rough Sleeper Initiative (RSI) programme, and other related funding streams. You will be an excellent communicator, who is confident representing the Council and bringing agencies together. The role will work across council teams to manage the activity and budget for the RSI programme. You will ensure best practice is used to work towards the Councils aim of eliminating rough sleeping. This includes a focus on the prevention of rough sleeping, and recovery work to break the cycle of homelessness.

You will be asked at interview if you have a preference, but all roles are expected to work closely together and with the wider management team within City Wide Housing.
