Primary function

The primary function of this Operational Analyst role is to lead and develop a knowledge and records management; and digital communication strategy between Legal Aid Ontario and entity service providers (Clinics and SLSO’s). This includes updating and ensuring alignment between directives and policies that support to clinics and SLSO’s (not-for-profit organizations). This includes supporting consultations and discussion between LAO and stakeholders coming from the implementation of a new Legal Aid Services Act. In addition, the Operational Business Analyst will provide general advice and support to
the service delivery models to the community legal clinic system and Student Legal Service Organizations(SLSO’s) with respect their operations and the application of LAO policies and procedures.

Key accountabilities

  • Work in collaboration with others across the organization and with external stakeholders to ensure that directives and communications are strategically aligned and cohesive
  • Consult departments, stakeholders and team members to contemporize clinic policies, agreements, processes and directives; develop a knowledge management process to track, communicate, and support the prioritization of improvements based on critical needs and feedback.
  • Support the development and execution of the risk management process for entity service providers as required under LAO Rules.
  • Support the development and execution of internal and external digital content and messaging, and in collaboration with LAO’s communications department and others, ensure messaging is cohesive and aligned with other communications
  • Participate in and support the coordination and communication of consultations between LAO and stakeholders specifically interested in poverty law services and entity service providers.
  • Develop and manage digital processes for collection of information from external stakeholders (e.g. comprehensive online forms, surveys, portals, etc.). This includes management and integration with databases and content management systems.
  • Make recommendations on improvements and technologies for improving overall oversight and support of external stakeholders
  • Participate on cross-functional teams with the goal of ensuring consistency, quality, and timeliness of messaging across various online platforms, and understanding the stakeholder experience strategy across all digital channels and how they incorporate with offline channels.
  • Respond to inquiries and provide support to the staff and board of community legal clinics, the staff and deans of SLSO’s, and LAO staff
  • Reviewing reports and information provided by clinics and SLSO’s and reporting them to the Director and VP.
  • Create reports for the CLSD, memos with supporting data analysis.
  • Needs to compile service data on a quarterly basis from all entity service providers.
  • Contribute annually to the creation of funding applications and compilation of demographic reports.
  • Advising clinic managers and Boards on a range of matters including changes to policies and directives; support on financial procedures, human resource management, insurance, board structure and governance etc.
  • Manage clinics insurance program and group benefits program
  • Preparing reports for LAO senior management regarding various clinic and SLSO’s issues on an individual, region-wide, and system-wide basis (i.e. governance, service delivery, staffing issues etc.)
  • Participating in business planning and operational planning with the clinic team
  • Other duties as assigned

Required skills & experience

  • A post-secondary degree in a relevant field: Business Administration, Economics,
  • Communications, Public Administration, or other relevant educational qualifications.
  • Relevant experience in related role(s), ideally with experience or advanced knowledge of project management, business qualitative analysis, knowledge management.
  • Adept understanding of SharePoint, database management, digital form development (e.g. InfoPath), and other standard technologies
  • Demonstrated experience with communications, policy development, board governance and/or oversight.
  • Experience in a not-for-profits, government, public policy, stakeholder and/or public relations environment.
  • Understanding of accessibility obligations and best practices in communications (e.g. AODA)
  • Experience working in a community legal clinic or SLASS is a definite asset
  • Ability to take a collaborative hands-on approach to knowledge management / policy development to turn business needs into digital and modern solutions.
  • Knowledge of LAO’s mandate, service delivery model, certificate program and duty counsel program
  • Ability to manage multiple priorities
  • Experience in consultation, planning and policy development in a diverse, demanding environment
  • Advanced computer skills
  • French Language capabilities are an asset.
