Oxford University Hospital NHS Foundation Trust requires a highly motivated, reliable and flexible Operational Estates Officer to work as a key member of the Estates Management Team at the Horton General Hospital in Banbury.

The Estates Department is responsible for the repair, maintenance and management of all Building and Engineering Services within the Trust.

An exciting opportunity has arisen for an experienced Estates Officer to join our multi-disciplined Estates Team.

The post holder will be time served and have an Estates Officers background and will be responsible to manage, Implement and be accountable for engineering breakdowns, legislation compliance and capital/minor works schemes within the Horton General Hospital.

Although primarily based at the Horton General Hospital, Banbury you may be required to work from other Trust sites for periods of time as the service dictates.

Responsible for planning and implementing engineering & building services maintenance to ensure that the patient and staff environment is maintained to specified standards and the direct supervision of the mechanical and electrical trade’s staff.

Responsible for the allocation of resources to undertake work on a wide range of services at the Horton General Hospital site. Provide technical assistance and professional guidance to staff and contractors on issues that are complex and non-routine, ensuring compliance with Trust safety standards, policies and procedures. Exchange maintenance, technical project-related information with specialists, non-specialists, negotiates with contractors and suppliers.

Prioritises work requirements and allocate to appropriate staff.

Evaluate safety measures and complete risk assessments required for works to be carried out.

  • To manage and review pre planned maintenance programs and update working practices and procedures.
  • To work in accordance with the requirements of HTM’s, HBN’s, British Standards, Model Specifications and all Statutory Regulations, Codes of Practice and Trust Policies.
  • To directly supervise the estates staff and monitor time keeping and discipline.
  • To be able to make judgements across a wide range of estates issues while taking into account legislation, Health & Safety, conflicting demands – allocation of labour, complex fault finding.
  • Able to plan and prioritise maintenance works, including liaison with users and contractor’s.
  • Able to prioritise work requirements on essential patient equipment used in patient care package and having a direct impact detrimentally to the whole patient experience i.e. nurse call handsets, patient toilets/wash facilities and patient beds.
  • Review policies and practices and their impact on other departments.
  • Ability to oversee contractors working for Estates to ensure quality control.
  • To issue and control Permits to Work for internal and external staff.
  • Undertakes surveys/audits, including risk assessments, statutory information relating to fire checks and legionella. Undertakes estates condition survey/s as appropriate.
  • Responsible for engineering maintenance on a day-to-day basis.
  • Responsible for mechanical and electrical maintenance on a day-to-day basis.
  • Able to concentrate for long periods of time to deal with paperwork and operational incidents.
  • To ensure that all incidents are reported and recorded as appropriate.
  • Assist management with recruitment and selection of staff.
  • At all times to carry trust communication devices (pager, telephone and/or two-way radios) to facilitate immediate response to emergencies.
  • Supervise works carried out in hazardous areas taking all safety measures to prevent danger, avoid injury and prevent damage to equipment. Ensure risk assessments are completed as appropriate.
  • Plan maintenance activities, (including staff rotas and overtime works) allocating staff and physical resources. Manage out of hour’s essential maintenance.
  • Operate the Trusts labour control scheme, including completion of all paperwork required of the scheme. (Including completion of all job dockets and time sheets)
  • Work overtime when required to carry out emergency repairs as required by management.
  • Ensure that all work is undertaken using correct equipment, by staff having the necessary skills and competence to undertake the task.
  • Undertake any other duties appropriate to the grade.
  • Ability to prioritise changing workloads.
  • May be required to supervise works in areas of uncontrolled hazards such as gas leak, steam leak, live LV working, bodily fluids and raw sewage.
  • Frequent requirement to exert moderate physical effort for several long periods
  • Ability to work in unpleasant situations or environments, for example Mortuary, ITU, Patient Areas, Public Areas
  • Prioritise work requirements across Trust acute site/s as appropriate.
  • Liase with Estates Helpdesk when receiving emergency works and service complaints.
  • Issue technical advice and assistance to staff as required.
  • Complete and check staff time sheets, complete monthly payroll.
  • Proactive management of staff sickness, absence, and annual leave.
