About Our Role:


Reporting into the Data Governance & Open Data Manager, this role will be responsible for developing and leading on Open Data requirements on behalf of SP Energy Networks (SPEN), necessary to meet our RIIO-T2 and RIIO-ED2 ambitions.


You’ll establish an Open Data platform, associated policies and risk assured processes for meeting our licence obligations with regards to a presumed open approach to data in line with Data Best Practice and ensuring that significant volumes of external stakeholder needs are met.

What You'll Be Doing:


In this role, you’ll have a wide variety of responsibilities including:


  • Leading and managing a team across multiple disciplines, to ensure SPEN open data requirements are developed, established, communicated, enabled and achieved.
  • Managing the requirements of Open Data, ensuring adequate and risk evaluated Open Data – with a presumed open approach to sharing of data – and ensuring that significant volumes of external stakeholder and customers’ needs are met.
  • Managing the external relationships on behalf of SPEN, ensuring expectations with regards to data quality and relevance.
  • Leading engagement with Ofgem/ BEIS/ ENA on all aspects of Data Governance and Open Data.
  • Influencing Industry Working Groups and interfaces with Ofgem/ BEIS/ ENA on Open Data including; DDSG, ENA, etc and ensuring that industry development are in line with SPEN ambition and strategic direction.
  • Engaging with and adopting industry best practice such as Data Best Practice with regards to SPENs approach to Open Data.
  • Developing reporting and information on business management of data governance and open data, ensuring insight and information which can be shared with wider management team, and Senior Leadership group.
  • Establishing Open data platforms, systems and master meta data requirements of behalf of SPEN; Data Best practice alignment and compliance; Open Data management and administration of risk assessment in conjunction with Data Custodians; Reporting on compliance with Open Data requirements, policies and procedures.

What You'll Bring:


To be successful in applying for this role, we are ideally looking for candidates with the following skills and experience:


  • Effective at leading and managing change in a complex environment and creating a culture of engagement, positivity, agile delivery and focussed on outputs.
  • Knowledge and experience with Common Information Model (CIM), Data Best practice and Electricity industry / regulatory licence requirements.
  • Communication & Influencing skills: Ability to successfully engage with and influence both internal ScottishPower and Iberdrola groups and regulatory bodies / Industry Working Groups (Ofgem, BEIS, ENA).
  • Data and information reporting capabilities, and knowledge of core reporting systems.
  • Central platforms and Systems, Data architecture and information management capabilities (i.e. CIM, Data Mastery, DBP), Data science and analytical capabilities.
  • Programme management and Organisation skills.
  • Ability to prioritise and manage diverse and demanding workload.
  • High degree of emotional intelligence, listening skills, tact, diplomacy & political awareness.
