Job description
The Joint Maritime Security Centre [JMSC] is the name given to UK’s cross government organisation for maritime security. The Joint Maritime Security Centre provides expert, independent advice, and support to government (including the Devolved Administrations and Crown Dependencies) on maritime security, including maritime related threat, operational capability and response mechanisms.
The Joint Maritime Security Centre is formed of two operational pillars – the JMSC Operations Centre and the National Maritime Information Centre.
The JMSC Operations Centre provides 24/7 awareness of the UK’s maritime asset distribution and ensures a coordinated and whole-system response to maritime security incidents at sea. The Operations Centre also contributes to the integrity of UK waters and the mitigation of threats at sea by informing operational decision making. On behalf of government, the Operations Centre also owns multi-agency Concept of Operations and Playbooks and delivers a joint exercising calendar.
The National Maritime Information Centre is a multi-agency construct that enables joint operational activity, information sharing & collaboration, and contributes to the UK’s maritime domain awareness and understanding of maritime threats at home and overseas.

Watch Supervisors and Watchkeepers monitor the UK Maritime Area, and increasingly international waters, developing, and maintaining situational awareness and coordinating the information response to any maritime security issues that may occur in a calm efficient manner. Watch Supervisors will need to conduct rudimentary first-line analysis of products before dissemination.
As the potential first point of contact for emerging major maritime events, the Watch Supervisors are expected to apply sound judgement to respond to issues, identifying wider aspects with sound comprehension of technical, regulatory, and political issues. This may mean escalating issues to strategic commanders and senior leaders within JMSC to enable an effective and timely response.
This includes utilising the following systems to build a comprehensive picture of the UK Maritime Area, and on occasion internationally:
- Maritime Trade Information System (MTIS).
- Recognised Maritime Picture (RMP).
- TELESTO (operating platform) Web Viewer.
- Computer Aided Maritime Threat Evaluation Software (CAMTES).
- Shared Hosting Environment
We are looking for candidates who:
- Are self-starters who can work effectively under pressure, take responsibility for delivery, and works collaboratively with others to achieve the JMSC’s objectives.
- Are able to build effective stakeholder relationships and understand operational pressures across the JMSC and its stakeholders.

Please note this role is offered on a full-time shift basis only, working a shift pattern covering 24/7, 365 days a year. Hybrid working is not an option.

Responsibilities
Duties include but are not limited to:
- Liaise across partner agencies to coordinate responses to maritime security threats.
- Contribute to formulating response to maritime security issues and risks, assisting in the coordination of surface assets and aerial surveillance tasked to domestic maritime security activity.
- Provide 24/7 monitoring of the UK’s marine domain for possible legal infringements and emerging incidents.
- Provide reporting to partner agencies across Government, and occasionally internationally, to assist with analysis, enforcement, and incident response.
- Monitor social media and news sources for early identification of potential threats.
- Assist with production of business continuity and resilience plans for JMSC.
- Any other tasks that are required for the delivery of the JMSC operations function.
Essential criteria
- Excellent communication skills, both written and oral.
- Ability to act calmly under pressure.
- Able to follow laid down process but to use initiative where appropriate.
- Computer literate and good knowledge of Microsoft applications.
- Be fully compliant with His Majesty's Government Information Assurance and Information Security regulations.
- An inquisitive mind, with an ambition to increase knowledge about the maritime security community and to continuously learn about the maritime and enforcement environment.
- Can analyse material from different places and make a recommendation or decision.
Desirable criteria
- Experience of working in a maritime or enforcement environment.
- Background knowledge of either merchant or military shipping would be advantageous.
- Experience of working set shift patterns and unsociable hours.
- Familiar with RN maritime systems.
- Experience of carrying out analysis.

Selection process details
This gives us the best possible chance of finding the right person for the job, drives up performance and improves diversity and inclusivity.
As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.
After submission of this first stage, you will be invited to complete two Civil Service tests: Civil Service Management Judgement, and, Civil Service Works Strengths. If you successfully pass this/these tests, you will then be invited to complete the full application form. Following successful completion of the test/s, you will then be asked to complete:

The sift will be held on the behaviour Making Effective Decisions and the statement of suitability (personal statement).
The CV will not be scored.
However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.
The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the lead behaviour (Making Effective Decisions) will be scored. These candidates will therefore receive a sift score for both elements.
Candidates who fail to meet the minimum pass score for the statement of suitability will not have their lead behaviour scored and will therefore only receive a sift score for the statement of suitability.

Sift and Interview dates
Sift is expected to take place week commencing 31st July 2023.

Interviews will be carried out via video. Candidates will be required to have access to:

Further Information
For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A reserve list of successful candidates will be kept for 12 months. Annual Hours Working Allowance
We operate 24 hours a day, 365 days of the year and you would be required to work over a 24/7 shift rota, this can include: Night shifts; Weekend and Public Holidays; Shifts can vary in length and are expected to be up to 12 hours.
These posts include shift allowances which varies by flexibility, shifts, location; however, the average allowance is between 40 - 50%. You would be deployed to a range of different shifts and should expect to have a variance in the AHW dependent on the varying shifts.
Age: These are shift working roles and so you must be 18 years or over.
Hybrid working is not an option
The flexible working arrangement of Hybrid working (working partly in their workplace(s) and partly at home) is not available for this role due to the requirements of the role. Successful candidates will be required to attend the office/other work location as specified in the advert at all times to carry out this role.
