The Counter Terrorism Policing (CTP) network stretches across the UK. We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity.
Based at our modern offices near to Birmingham International Airport, our Operational Development Unit (ODU) is a dedicated team who are responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism threats.
We are looking for a motivated, dynamic and suitably qualified Learning & Development Training Officers to design, develop, deliver and evaluate training courses across the United Kingdom Terrorism Network. The vacancy is within Projects.
We are happy to consider a more agile approach to your working location and as this is a National role we will be happy to consider the successful candidate working from an area outside of the West Midlands.
The role
You’ll provide a full training service to ensure operational performance is maintained and developed by using your knowledge of training techniques and delivery experience. Your communication skills will be utilised when working as part of a team and with colleagues from across the network.
You’ll require a sound knowledge of CTP, including experience of the thematic capability you are applying for OR a suitable training qualification with experience of conducting training.
You’ll deliver training on IT systems to staff and officers nationally, working with various streams as part of a project for new products as well as new releases of IT applications, ensuring end users are updated on the system interface.
Responsibilities
- Planning, designing, preparing, quality assuring, co-ordinating and delivering the content and delivery of bespoke CT training.
- Developing, validating and evaluating training courses, ensuring they achieve organisational objectives.
- Facilitating and delivering the National CT training programme in accordance with other regional and national trainers and subject experts.
- Researching, preparing and updating lesson plans and any associated training material.
- Addressing training issues highlighted in operational or exercise reviews/debriefs, ensuring operational performance is maintained and developed.
- Ensuring the delivery of training packages effectively meets the needs of the CT Network by the most appropriate method, including but not restricted to facilitation, didactic, demonstration, role-plays and practical case studies.
- Assisting with the identification of training and development gaps for the CT Network.
- Responsibility for the supervision, discipline and welfare of students whilst they are on the course and to provide the necessary support and encouragement required for them and their mentors in the workplace.
- Assisting in monitoring the effectiveness of the learning and development programmes through the identified evaluation process.
- Taking appropriate action in order to create a healthy working and training environment in keeping with the H&S policy and processes.

Skills and competencies
Essential
Hold a training qualification, Cert Ed or equivalent OR working knowledge/experience of CT Policing (specifically in the thematic area applied for) and willingness and ability to acquire the requisite accreditation.
Experience of delivering training courses or presentations.
Experience of IT packages to design and deliver training including Microsoft packages such as Word, Outlook, Excel, Powerpoint, Visio etc.
Be conversant with and be able to identify and contribute to best practice within the CT field to ensure that training is revised and refreshed accordingly.
Communication (written and verbal) and interpersonal skills to support and influence at all levels throughout the CT network to ensure training is delivered to a national standard.
Ability to prioritise and manage conflicts.
Ability to influence and build effective collaborative relationships with a wide range of professionals within and around the National CT Network.
Prepared to travel nationally.
Desirable
Evidence of successful interpretation and application of relevant legislation, including contributing to new legislation /national bodies.
A full driving licence.

Security Clearance
- This role is subject to successful completion of Security Check vetting.
You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTP WM). If you hold dual nationality, with the primary nationality British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearances of Security Check (SC) or Developed Vetting (DV) in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002). CTP WM will support preferred candidates through the appropriate vetting process.
