Vulnerability Knowledge and Practice Programme (VKPP)

The VKPP was launched in 2018 in response to a growing and changing demand picture across policing. This was with the aim of developing the evidence base and related policing responses to the abuse, neglect and exploitation of children and adults at risk to reduce offending and improve outcomes for those impacted. Funded by the Home Office, the VKPP team has grown rapidly and is expected to employ around 60 people this financial year. We use our insight and reach to influence policy and practice, enable cross partnership working and improve outcomes for those requiring a policing response. The VKPP is currently hosted by Norfolk Constabulary but will transition to the College of Policing from April 2024 and provide a more permanent home for the programme.
