- Grade 9 – Assistant MMF Team Leader (£33,820 to £35,411)
- Grade 10 – MMF Team Leader (£36,298 to £38,296)

This is an excellent opportunity for a highly motivated, creative individual to join our new Mobile Multi-Functional Team. You will be joining Newcastle under Lyme Borough Council at an exciting time as we develop and improve our services under our One Council transformational change programme.
We are looking to recruit a Mobile Multi-Functional Team Leader to assist our Mobile Multi-Functional Manager in shaping how the team and service is developed and implemented. The role is being advertised as a graded position to allow for the successful candidate to be trained and gain relevant experience in order to fulfil the position of the team leader.
You will need to commit to completing a range of qualifications to develop your skill set as identified by the MMF Manager. Dependant upon experience and qualifications, the successful candidate will be placed within the Grade scale listed above.
The MMF Team Leader will manage a range of enforcement, community safety and neighbourhood services including fly tipping, stray/dangerous dogs, abandoned vehicles, unauthorised encampments, untidy gardens, PSPOs, CPN/CPNWs, the town and neighbourhood rangers and off-street car parking, ensuring that relevant regulations and standards are adhered to and that case files are correctly and accurately compiled. You will develop a multi-skilled team to deliver these services and assist with the migration of further appropriate activities into the unit.
In your daily work, you will interact with a broad range of people from within NULBC and externally, including partner agencies, government departments, suppliers, technical specialists and peers. You will respond to service requests from our community and provide advice as required. You will work with our Customer Hub and other teams to implement digital workflow management systems, field-based technology and streamline processes to be as effective and efficient as possible.
You will provide guidance, technical and specialised business knowledge to the Mobile Multi-Functional Manager, the Head of Neighbourhood Delivery, elected members and other appropriate stakeholders, and taking account of standard practices, strategies, policies and specialist legislation, enable your service areas to operate more effectively and efficiently.
Requirements for Senior MMF Officer
- Educated to NVQ level 3 (or equivalent) / A Level or significant experience
- Specialist knowledge of environmental enforcement and/or community safety.
- Ability to lead a team and deal with issues as they arise
Requirements for Assistant MMF Team Leader
- A management qualification such as CMI Level 3 or equivalent
- Specialist knowledge of environmental enforcement and/or community safety
- A degree/relevant qualification and/or extensive work experience in the specialist area or working towards a professional qualification.
Requirements for MMF Team Leader
- A degree or equivalent in a relevant field, or extensive experience of the specialist area
- Experience in leading and developing people
- Experience in environmental processes and interventions, and the associated legislative framework
- Understanding of local authority services and systems
