Job summary
The Migration and Borders Group has a far-reaching and comprehensive programme which encompasses policy, legislation and reform of the immigration systems and acts as a centre for excellence to deliver international interventions and engagement, including the UK’s exit from the European Union. This includes many of the most high-profile policy areas for the Home Office; asylum, migration, nationality, extradition, citizens’ rights, borders and international criminality. To achieve its aims, the Migration and Borders Group works closely with Border Force, UK Visa and Immigration (UKVI), Her Majesty`s Passport Office (HMPO), Immigration Enforcement (IE), and other partner organisations and government departments.

A programme is underway (the Future Border and Immigration System Programme) to lead the design and delivery of the new system. The Programme is being delivered in stages up until 2025. The programme team is located within the Migration and Borders Group and is structured in three delivery pillars: Enable, Digitise and Simplify.
Job description
Digitise is part of the approved Future Border and Immigration System (FBIS) business case, delivering a truly world leading data driven digital, person-centric border for the UK. It is a new branch of the FBIS Programme focused on project delivery work required now to enable our 2025 vision for the border.
Our Programme is underpinned by four strategic principles:
- Advance permission to travel: Everyone (except British and Irish nationals) travelling to the UK will need to have some form of permission to do so before they travel.
- More sophisticated, person-centric risk analysis.
- Greater use of automation.
- Improved and expanded risking of goods entering the UK.
These posts are within a high-profile Programme in the Home Office and you will join it at a critical time as our work is a key element of the Home Office’s transformation agenda. As a member of our team, you will be expected to work proactively and with minimum supervision to support the team whilst working collaboratively to deliver the workstream’s objectives.
The roles that are available in the projects within FBIS Digitise and outlined below:
FBIS Digitise
2 x Border Vision Project Support
The Border Vision workstream’s function will transform the UK border, embracing innovation, simplifying processes for trade and passengers while improving the security and biosecurity of the UK. The workstream brings together enabling programmes and interested stakeholders to agree an approach for innovation at the border for a global United Kingdom.
1 x Watchlisting, Targeting and Analytics (WTA) Project Support
This project will deliver the successful design and delivery of the next generation of the Home Office’s Watchlisting capability and make sure that it is strategically aligned to, and fully accepted by, key security partners across HMG.
1 x Counting In and Counting Out Project Support
This project will deliver the capability to accurately ‘count people in and out’ of the UK in order to provide a much clearer picture of who is in the country and whether they are complying with immigration laws. This will also involve exploring and maximising all of the downstream operational and strategic benefits that can be generated from this capability.
1 x Carrier Integration Project Support
Carrier Integration will provide an enhanced ability to communicate directly to carriers providing greater automation and a streamlined assured process which will help to reduce the effort (needed by carriers) to facilitate interactions between passengers and the Home Office. The Carrier Integration Project Support role will involve working with air, international rail and maritime carriers, service providers, as well as internal stakeholders and other government departments to introduce new technical functionality which will support the roll out of Universal Permission to Travel and the Digitise vision.
FBIS Enable
3 x Future Casework Project Support
There are a number of projects that sit under Future Casework, the Project support officer role will involve working in one of the specific projects to support the SEO project manager, as well as internal stakeholder engagement across the organisation, to deliver the end state vision of an effective, efficient caseworking model.
5 x Customer & Channel Project Support
There are a number of projects that sit under Customer & Channel, the Project support office role will involve working in one of the specific projects to support the SEO project manager, as well as internal and potentially external stakeholder engagement, to deliver the end state vision of a digital, world class customer service.
3 x e-Visas Project Support
The ambition of the e-Visa project is to move to a digital end to end immigration system, by transitioning all users onto a digital product instead of a physical one. Creating e-visas for those applying to come or stay in the UK and upgrading existing status holders to a digital product. The Project support office role will involve supporting the SEO project manager, to deliver the end state vision.
Person specification
As a Project Support your primary role will be to assist the Project Team, and colleagues from other functions, to ensure that projects are delivered on time and in full as part of the wider FBIS Programme. The role will report to an SEO Project Manager in one of the projects. Specific responsibilities will be agreed upon joining and will encompass some of the below:
The candidates will be required to undertake the following duties and responsibilities:

Build and maintaining strong working relationships with stakeholders facilitating collaboration in order to achieve successful outcomes for the business.
- Managing on the consolidation and documenting of the fundamental components of projects (scope, schedule, resource requirements, budgets, risks, opportunities, issues and quality requirements).
- Ability to work under broad direction in challenging and unpredictable environments.
- Empowering and inspiring others to deliver successful projects.
- Maintain: Risk and Issues, Assumptions and Dependencies, Plans and Schedules, Configuration Management Artefacts, Lesson learned.
- Expertly support meetings and workshops keeping minutes, agendas, and write ups for each session.
- Driving delivery through direct teams and multiple external suppliers.
Essential Criteria
Skills and experience include:
- Experience in supporting project delivery.
- Experience using Microsoft Office 365 software (e.g. PowerPoint, Excel, Outlook and Word).
- Close attention to detail, good organisational skills, and the ability to develop and implement effective administrative processes.
- Good written and verbal communication skills, with an understanding of the use of different channels and formats for different audiences.
- Experience of working in a fast-paced environment with a certain level of uncertainty and ambiguity.
Desirable Criteria
- Experience of working in a technical programme or project environment.
- Experience of working within/or broad understanding or awareness of the migration and borders system environment.
- Operational experience within an enforcement environment.
- Experience of Microsoft Project or Microsoft Project Online.
- Experience in delivering PMO support in a technical or business transformation.

Selection process details
As part of the application process candidates will be required to submit a CV and Statement of Suitability (of no more than 750 words) that is aligned to the Essential Criteria as set out in the job advertisement.
In addition, candidates will be required to provide evidence of the lead behaviour Delivering at Pace.

The sift will be on the Statement of Suitability and the behaviour Delivering at Pace.

The sift will take place week commencing 18 September 2023.
