The opportunity

Advising clients on their most complex sustainable infrastructure challenges is a core focus for EY, and something that spans multiple sectors and competencies. Our Sustainable Infrastructure team are focused on the following core areas across:


  • The initiation and successful delivery of transformation programmes in infrastructure, tackling our clients’ most pressing and complex initiatives
  • Sustainable infrastructure to support the Government’s green infrastructure plan and ambition to deliver net zero to the UK
  • The involvement in early stage, large scale infrastructure project development activities, including building the business case, defining the enterprise set-up, delivery strategy, and organisation design, as well as ongoing support to drive more successful infrastructure project delivery


We are focused on growing our sustainable infrastructure programme capability. Project Development and Design (PD&D) is focused on helping our wide range of clients within a variety of sectors, including Government, Transport, Energy, Power & Utilities, Oil & Gas and Telecommunications – establish the investment case for large infrastructure and defining how they are going to deliver large and complex programmes. This includes designing the Enterprise, Delivery and Operating Models that will enable them to be successful. We want people who are passionate about sustainability and climate change and who are keen to help clients realise decarbonization and energy transition ambitions.


We are looking to grow our overall presence across the infrastructure sector and be involved in the design, development, and delivery of significant programmes under the National Infrastructure Strategy, and also the Ten Point Green Energy Plan for a Green Industrial Revolution.


As a Manager, you will take responsibility for the end-to-end delivery of client engagements across industries. You will help shape, sell and ultimately deliver engagements, with exposure to senior client stakeholders up to Director level. You will not only be developing the recommendations that will ultimately be implemented by our clients, but you will also be a key contributor to the growth of EY’s business and our sustainability proposition, by identifying potential opportunities and helping develop new offers and thought leadership to take to market.


Your key responsibilities

  • Leading the development of ‘green’ investment cases and business cases – robust and sustainable business cases analysis using the UK Government Green Book ‘Five Case’ model to generate alignment and buy-in around new initiatives
  • Developing delivery strategies – working with the Programme Leadership Team to ascertain the priorities for the programme, the outcomes and the benefits, providing challenge to thinking and identifying potential conflicts that will need resolution
  • Working with clients to help them to identify potential suitable delivery models – ascertaining design principles, intent, objectives and key project / programme characteristics to help inform that decision-making
  • Evaluating Programme Organisation maturity, identifying root cause(s) of the challenge(s) or issue(s) faced by a project / programme, identifying areas for improvement and developing and implementing solutions to help enable the successful delivery of the programme
  • Management of EY teams to develop and implement solutions to help enable the successful delivery of Infrastructure transformation projects
  • Developing innovative solutions for delivery of the project from selection of the appropriate delivery model through to development of the end-to-end delivery strategy to support clients in achieving sustainable change, including their transition to net zero / net negative


Core Consulting skills you need to demonstrate

  • Deliver presentations to senior clients to provide recommendations and solutions to their problems in designing enterprises to deliver complex infrastructure projects
  • Understanding of different Organisation Design options (e.g. matrix, network, hierarchical) and how they apply to megaprojects
  • Management of client stakeholders to achieve alignment and buy-in to a solution or particular direction
  • Leading client meetings and workshops
  • Leading the delivery of programmes and projects, within both traditional and agile project environments
  • Owning and fostering trusted relationships with senior clients that contribute to enhancing EY’s brand and reputation
  • Identifying future opportunities within the client or broader Infrastructure sector
  • Provide leadership, training, coaching, and guidance to junior staff
  • Contribute to business development, using knowledge of the Infrastructure market to draft innovative proposals
  • Contribute to internal practice development, around the Infrastructure market in general but also within specific competency / capability focus area (i.e. Project Development and Design)
  • Contribute to EY’s positioning across the UK (and global) infrastructure market, through an active social media presence, and thought leadership development


Skills and attributes for success

  • A strong understanding of, and interest in, the UK Infrastructure sector including HMG commitments such as National Infrastructure Strategy and Ten Point Plan for a Green Industrial Revolution and how these set the agenda for UK infrastructure megaprojects.
  • Relevant Infrastructure market experience in the design or delivery of megaprojects, with the ability to work confidently in a consulting (people, business and / or technology) environment
  • Knowledge of sustainability and climate change challenges across industries
  • Knowledge of one or more of the following sectors: Energy, Government, Transport, Power and Utilities, Telco and Media
  • Ability to use tools such as the Business Model Canvas
  • Knowledge of designing and implementing Infrastructure Megaproject Delivery Models, particularly Project 13 model from the Institute of Civil Engineers (ICE)
  • Awareness of Government initiatives and their impact on the design of a Programme Organisation, e.g. Project Speed
  • Strategy Writing
  • Ability to design a Target Operating (blueprint and detailed)
  • Understanding of different Organisation Design options (e.g. matrix, network, hierarchical) and their evaluation
  • Development of capability mapping in support of a Target Operating Model
  • Development of Governance & Assurance frameworks in support of a Target Operating Model
  • Knowledge of the IPA suite of Tools, including Routemap
  • Experience working in industry, government or a management consultancy environment working on an infrastructure megaproject
  • Ability to analyse data and deliver insightful, practical solutions
  • Experience of managing teams, including internal staff, clients and wider stakeholders
  • Experience of delivering presentations to senior audiences
  • Skills and experience in developing, adapting and delivering Organisational Maturity Assessments (P3M3 is considered a bonus)
  • Strong commercial acumen
  • Experience of working within both traditional and agile project environments
  • The confidence to build lasting relationships and influence senior colleagues and clients in leading roles
  • Proven ability to adapt and learn in an innovative environment


To qualify for the role, you must have


  • Educated to degree level or equivalent qualification or experience
  • 5+ years experience within the Infrastructure sector, with specific experience in one or more sub-capabilities (e.g. supply chain / target operating model / transformation definition & delivery / solution architecture, etc.)
  • The ability to write to a high standard, whilst being fluent/native in English with additional major languages desired
  • Ability to make ‘change stick’
  • Identifying, creating and sustaining value


Ideally, you’ll also have

  • Experience of working on large scale digitally enabled infrastructure programmes
  • An ability to adapt and learn in an innovative environment
