The role and our team
The role:
The analyst will work on monitoring, evaluation and learning for DSIT’s global research and innovation (R&I) funds, developing evidence, innovative evaluation methodologies and helping to embed our lessons from evaluation into policy development and fund adaptation.
The current global R&I funds are: the Newton Fund, Global Challenges Research Fund, and the International Science Partnerships Fund. These funds include a substantial component of the UK’s Official Development Assistance (ODA) to promote the economic development and welfare of developing countries.
This is a high-profile post with opportunities to work collaboratively with a range of policy teams and to regularly engage with senior officials and external delivery organisations:
- Investment in R&I is central to the Government’s strategy to improve productivity, generate growth and rebalance the economy, ensuring that R&I remains high on the policy agenda.
- Monitoring, evaluation and learning are critical to ensure good programme management and continuous improvement in the design and implementation of our international R&I funds.
- These funds, and our approach to monitoring and evaluating them, face close scrutiny from external assurance bodies reporting to Parliament, and interest from senior officials and Ministers.
Our team:
The post is in the International Research & Innovation Analysis (IRIA) team which sits in the Space Directorate. IRIA is a team of 12 analysts including social researchers, statisticians and economists. This is an exciting time to join the team, in the new Department for Science, Innovation and Technology. Working with colleagues you will shape monitoring, evaluation and learning for the UK's international research and innovation programmes. You will work closely and collaboratively with a range of policy teams and regularly interact with senior officials, Other Government Departments and delivery partners.
This is a fascinating post, developing evidence and new monitoring approaches to understand the impact of UK funding for research. It is also an excellent opportunity to develop your analytical career; with considerable opportunities for development, training and working with analysts across DSIT and government more widely.
Person specification
Key responsibilities
- Working closely with other team members to manage relationships and the work of independent evaluation contractors.
- Feeding into the design of innovative evaluation methodologies.
- Assisting with the development, procurement, and implementation of new research and evaluation projects.
- Working with other analysts on the delivery of a learning strategy.
- Assisting the delivery of a Value for Money workstream – an innovative rubric-based collaborative approach to understanding how research projects achieve Value for Money.
- Engagement with Partner Organisations and other key partners in the international research landscape.
- Communicating evaluation findings to help shape policy.
- Identifying gaps in the evidence base for effectiveness and impacts of Global R&I; scoping and undertaking or commissioning new research and analysis to fill these evidence gaps.
- Making the case to HMT for spending in global science and innovation through future Spending Reviews and Business Cases.
- Supporting the implementation of recommendations of external partners (e.g. ICAI) on strengthening Monitoring, Evaluation and Learning.
Skills and experience
- Knowledge and experience of evaluation and data collection methodologies.
- Strong qualitative and quantitative research skills.
- Excellent communication (both written and verbal) skills with the ability to produce clear, concise and accurate presentations and written documents. This includes the ability to appropriately interpret and present complex information.
- Problem-solving skills and ability to make effective decisions, including the ability to show initiative, cope with ambiguity, and operate independently.
- Strong interpersonal skills, with the ability to create and maintain positive, professional working relationships with team members and a wide range of people both inside and outside the organisation.
- Ability to work at pace and effectively plan, organise and manage time and activities to deliver a high-quality outcome in a timely manner.
The following would also be desirable:
- Knowledge of embedding learning systems and promoting a strong learning culture.
- An understanding of the role of research and innovation.
- Experience using data analysis software.
Candidates must either be an existing member of the Government Statistical Group (GSG), Government Operational Research (GOR) or Government Social Research (GSR) profession, or be eligible and willing to take the tests to become a member.

Candidates will be sifted on technical skills, CV, and personal statement.
