Job description

The role and our team

The analyst will work on monitoring, evaluation and learning for DSIT’s global research and innovation (R&I) funds, leading on developing and managing the monitoring processes and indicators to track progress and outcomes of these funds. The current global R&I funds are: the Newton Fund, Global Challenges Research Fund, and the International Science Partnerships Fund. These funds include a substantial component of the UK’s Official Development Assistance (ODA) to promote the economic development and welfare of developing countries.


This is a high-profile post with opportunities to work collaboratively with a range of policy teams and to regularly engage with senior officials and external delivery organisations:

  • Investment in R&I is central to the Government’s strategy to improve productivity, generate growth and rebalance the economy, ensuring that R&I remains high on the policy agenda.

  • Monitoring, evaluation and learning are critical to ensure good programme management and continuous improvement in the design and implementation of our international R&I funds.

  • These funds, and our approach to monitoring and evaluating them, face close scrutiny from external assurance bodies reporting to Parliament, and interest from senior officials and Ministers.

The post is in the International Research & Innovation Analysis (IRIA) team which sits in the Space Directorate. IRIA is a team of 12 analysts including social researchers, statisticians and economists.

This is an exciting time to join the team, in the new Department for Science, Innovation and Technology. Working with colleagues you will shape monitoring, evaluation and learning for the UK's international research and innovation programmes. You will work closely and collaboratively with a range of policy teams and regularly interact with senior officials, Other Government Departments and delivery partners. This is a fascinating post, developing evidence and new monitoring approaches to understand the impact of UK funding for research. It is also an excellent opportunity to develop your analytical career; with considerable opportunities for development, training and working with analysts across DSIT and government more widely.


Person specification

Key responsibilities

  • Development, piloting and roll out of Key Performance Indicators (KPIs).

  • Commissioning annual monitoring returns from Partner Organisations (POs) to report on their funded delivery outputs and outcomes.

  • Collecting, checking quality, collating and analysing monitoring data reported by POs to produce statistics and case studies showing progress and impacts of the Funds.

  • Developing and maintaining dashboards and other tools to communicate progress, outputs, outcomes and impacts of the Funds.

  • Improving the monitoring data collection process, including through work with POs to develop their monitoring and reporting methods, harmonising these across POs, and further integrating these with the system for finance and output reporting (RODA)

  • Quantitative analysis using large datasets on the Newton Fund and GCRF and other international science and innovation metrics. Communicating analytical findings to a range of audiences.

  • Identifying gaps in the evidence base for effectiveness and impacts of Global R&I; scoping and undertaking or commissioning new research and analysis to fill these evidence gaps.

  • Making the case to HMT for spending in global science and innovation through future Spending Reviews and Business Cases.

Skills and experience

  • Skills in quantitative data collection and analysis, including experience of working with large data sets, and Quality Assurance of data and statistics.

  • Experience of developing monitoring frameworks and monitoring metrics or key performance indicators to track progress of policies or programmes.

  • Strong project and time management skills.

  • Ability to communicate complex analysis clearly and succinctly.

  • Ability to form strong relationships with stakeholders across the Department, with partner organisations and other Departments.

  • Prior knowledge of research and innovation or international development is useful but not required.

Candidates must either be an existing member of the Government Statistical Group (GSG) Government Operational Research (GOR) or Government Social Research (GSR) profession, or be eligible and willing to take the tests to become a member.
