Job Title: Logistics and Procurement Officer
Job Location: UKO London Hybrid (required to attend the London Moorfields Office 2 days per week.)
Salary £35,000 per annum pro rata based on 35 hours per week (plus ILW if applicable)

Hours per week: 35hrs Full-time, Monday to Friday, 9am to 5pm (flexible working hours)

The British Red Cross (BRC) is looking for a Logistics and Procurement Officer to be responsible for operational support (programmed and emergency response) to BRC regional programmes in conjunction with the Regional Logistics Coordinators, including procurement, training, and compliance. the successful candidate will provide advice and support on all aspects of procurement processes in compliance with BRC procedures and internal/external audit requirements and ensure timely and accurate records are maintained covering all Logistics and Supply Chain Team authorised direct and indirect expenditures.

As a member of the International Directorate you will be part of a directorate responsible for BRC’s international humanitarian response and disaster management, support to resilience programmes and organisational development of our partner Red Cross and Red Crescent Societies around the world. The work of the International Directorate also includes humanitarian policy and advocacy activities and upholding and promoting International Humanitarian Law. British Red Cross' international work is carried out in coordination and partnership with the International Red Cross & Red Crescent Movement.

A day in the life of a Logistics and Procurement Officer will involve:
  • Support Regional Logistics & Supply Chain Coordinators (LogCos) with the delivery of logistics and procurement services (programmes and emergencies) which meet the needs of BRC projects, partners and service users.
  • Provide advice and guidance within the LSCM Team and Community of Practice members on the practical and operational application of the logistics and supply chain functional scope. Where delegated by the Senior Logistics & Supply Chain Manager (SLSCM), represent the Logistics Team at internal meetings, BRC and IFRC technical working groups and, where appropriate, external meetings with other partners and stakeholders.
  • Act as focal point between Corporate Procurement team (CPT), the Logistics Team, and the BRC Logistics & Supply Chain Community of Practice.
  • Provide general guidance and help-desk function to the Regional Logistics Coordinators and within the International Directorate on the use and preparation of procurement documentation including ITT/RFPs/RFQs, requisitions, GADs, RFAs etc. And undertaking an option appraisal that identifies the most appropriate route to market.
  • Play a lead role in Red Cross Red Crescent Movement efforts to innovate and drive how sustainable humanitarian logistics and supply chain are delivered, structured, and managed, especially related to reducing the environmental footprint (i.e. green supply chain).
  • Provide a coherent information management filing system for use by Logistics Officer: Global Emergencies & Development (LOGED), CVA Logistics Officer, and Regional LogsCos, for operational documentation e.g., procurement files, movement of goods between suppliers and warehouses, supporting documents for transportation of goods, agreements between BRC and partners, reports etc.
  • Ensure proper filing of role-related standard BRC records for monitoring, controlling and reporting as well as maintain all records necessary for audit and inspection.
  • Support in conducting market research and understanding external market conditions and apply these to the procurement exercises to ensure best value achieved by procurement processes. Support in the evaluation of submissions with key stakeholders ensuring that requirements (Bid Selection and Award Criteria) are evaluated on a fair and transparent basis.
To be a successful Logistics and Procurement Officer, you’ll need:
  • Comprehensive understanding of procurement cycle
  • Good understanding of humanitarian logistics sector
  • Considerable knowledge of due diligence processes in logistics and procurement, including supplier due diligence
  • Ability to work to tight deadlines and handle multiple tasks
  • Skills in training, coaching, mentoring and developing staff competencies.
  • Proven organization and file management skills that meet audit requirements
  • Proven planning and communication skills (including report writing)
  • Advanced working level of MS Excel, Outlook and Word
