Job title: Local Consultation Manager
Salary: £54,000
Location: Endeavor Square, Stratford
Contract Type: 12 month Fixed-Term-Contract - Part Time, 4 days a Week (Mat Leave)
Overview of project/role
The post-holder will be accountable for overseeing the delivery of TfL’s public consultations across one or more transport modes. They will ensure all consultations within their programme of work, are delivered on time, to budget and are compliant with TfL’s statutory duties.
The local consultation manager will lead a team of consultation specialists or engagement officers, ensuring that:
- Resources are assigned in a timely manner to meet TfL’s business priorities,
- Consultation products are regularly reviewed and assured in line with TfL’s consultation process and procedures, and
- Consultation delivery progress, risks and issues are identified, managed and reported on in a timely manner.
The successful candidate will be a champion for consultation innovation and best practice both within TfL and across the wider consultation industry.
Key Accountabilities
- Manage and deliver an ongoing programme of consultations as directed by the Strategic Consultation Lead.
- Support the Strategic Consultation Lead and other Consultation Managers to ensure all consultations comply with TfL’s statutory obligations, including the Gunning Principles.
- Work with senior managers across TfL to identify short, medium and long term business priorities that require the support of the Consultation team.
- Work with the Strategic Consultation Lead and other Consultation Managers to develop, enhance and promote the work of the consultation team within TfL and the wider consultation industry.
- Responsible for ensuring consultation delivery plans, products and reports adhere to TfL’s consultation process and procedures.
- Responsible for producing and overseeing the consultation delivery schedule and budget for all consultations within their remit.
- Responsible for overseeing consultation delivery progress, ensuring that consultation specialists or engagement officers deliver to time, cost, and quality parameters in line with project sponsor requirements
- Ensure consultation delivery progress is regularly reviewed and accurately reported to the Strategic Consultation lead
- Direct and manage a team of consultations specialists or engagement officers, setting and monitoring objectives, and carrying out formal performance appraisals
- Be responsible for the development and training of a team of consultation specialists or engagement officer
- Represent TfL at public meetings, conferences and appeal hearings as required.

Knowledge
- Degree qualified or suitable alternative or with equivalent experience, preferably in a consultation or project delivery role.
- Knowledge of formal public consultation and engagement processes, techniques, and standards.
- An understanding of both the legal and political dimensions to consultation and engagement.
- An understanding of the importance of the relationship between business strategy and external communications.
- Understanding of local government procedures and culture, and the politics of London government.
- Knowledge of TfL’s values and aspirations.
Experience
- Proven track record in complex consultation and / or project management delivery.
- Ability to influence senior stakeholders at an organisational and political level.
- Excellent record of delivering results on time and within budget.
- Experience in dealing with local or national government stakeholders, including political stakeholders.

Fixed term contract/Secondment opportunity for 12 months
As a fixed term contractor we can offer you a choice of pension arrangements. If you choose not to take our final salary pension scheme you will be paid an allowance on top of your salary, subject to Tax and National Insurance. We will share all the details with you at offer stage and the choice will be yours based on your circumstances. Depending on what you choose you can add up-to 14% to your salary.
