Lifting SUBJECT MATTER EXPERT (SME)

The Forties Pipeline System (FPS) is 100% INEOS owned and predominantly serves the central area of the North Sea. FPS has a nominal capacity in excess of one million barrels per day.
FPS transports crude oil and Natural Gas Liquids (NGLs) from over 50 offshore fields to the Kinneil terminal in Grangemouth. The crude and NGL products are stabilised at Kinneil where majority of the stabilised crude oil is then sent to the Dalmeny and Hound Point (DHP) terminal for tanker export.
Associated gas is also processed at Kinneil into dry gas (used on the Grangemouth complex) and propane (C3) plus butane (C4) which is sent for refrigeration and LPG export.
Job Purpose
The Lifting SME is the Subject Matter Expert all lifting activities cross the FPS business. In this capacity, the SME will act as the accountable person for lifting activity but also act as the equipment class owner for all lifting equipment within FPS. As equipment class owner, the SME will be required to define the required maintenance activities for all fixed cranes and lifting equipment.
The holder will champion safe systems and methods of work for all lifting activities. In addition, the holder will be required to act as the owner of any 3rd party contracts for the provision of lifting services and / or procurement of lifting equipment.
Principle Accountabilities
- Responsible for providing lifting assurance through technical support and audit
- Responsible for ensuring that all lifting operations are in compliance with the UK Statutory Regulations and required Ineos Standards
- Liaise across Departments to support development, implementation and execution of safe Lifting Operations.
- Provide technical guidance and support to the onshore and offshore Rigging teams to ensure all lifting operations are implemented safely and efficiently and in accordance applicable industry / project specific lifting standards
- Custodian for the management of change process for lift plans including the review and authorisation of complex lifts.
- Ownership of any lifting standards and practices
- Write LOLER plans including simple, intermediate and complex.
- Provide technical input to commercial tenders and support technical evaluations for lifting related contracts and service provision
- Responsible for competence of offshore and onshore Appointed Persons and appointment of LOLER Representatives
- Liaise with third party companies to review lift plans, personnel competencies and provide support to lifting operations
- Instigate and / or review engineering and technical methodology and calculations for Complex lifts.
- Participate in incident investigation related to rigging, lifting and handling.
- Contribute in procedural or safety related surveys, assessments and lifting queries.
- Lead / contribute to safety reviews, risk assessments and investigations as the LOLER focal point
- Provide guidance on certification and examination requirements for existing and newly procured lifting equipment.
- Define and assign the maintenance and inspection strategy for all Lifting Equipment
- Provide supervision on maintenance, repairs and major overhauls performed on lifting equipment
- Monitor pedestal crane and overhead cranes operation and maintenance data, including lab analysis and condition monitoring trends. Prepare recommendations and ensure implementation in maintenance strategy
- Ensure Planned Preventative Maintenance (PM) and Corrective Maintenance (CM) activities for Lifting Equipment are planned and executed across INEOS FPS operations.
- Adhere to and promote Ineos 20 Principles and 7 Life Saving Rules to colleagues and external vendors.
Qualifications and technical experience
- 10+ years’ experience within rigging and lifting activities specific to offshore and onshore construction, maintenance and operations activities
- Experience of SME role and acting as appointed person responsible for signing off LOLER lift plans including complex lifts.
- A Valid Competent Person Qualification issued by a recognised industry body.
