The Team

Our role sits within HMRC’s Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for a broad variety of technical and operational issues

Within CDIO, the Business Analysis professionals are pivotal in the day-to-day activities and are crucial to Teams and Project areas in delivering high quality Business Analysis using different methodologies and ways of working.

There are over 300 Business Analysts within the organisation who use both Project Delivery and DDaT (Digital, Data and Technology) profession capabilities. There is a Learning pathway journey for all of our business analysts, and this embeds the technical and specialism within the profession.

Our Business Analyst communities serve as platforms for presenting, sharing and enhancing skills, fostering deep insights into the challenges and knowledge that Business Analysts encounter.

Job description

You will become part of the CDIO Borders and Trade (B&T) Business Analyst Guild. The BA Guild is a flexible resource pool which supports CDIO Borders and Trade group which is responsible for:​​​​​​​​​​​​​​

  • The management and maintenance of IT services that support Borders and Trade activities.
  • The collection of over £150 billion in total revenue.
  • Operating intelligence systems for the UK's safety and security.
  • Supporting over 3 million VAT traders in our mainframe database.

The Role

What will the successful candidates be doing?

As a Lead Business Analyst, you’ll be working in highly complex problem spaces, typically spanning multiple products and services.

With a systematic, analytical approach to problem solving you will have good interpersonal skills and be confident in dealing with customers/users. You will possess a common understanding of project methodologies and be able to apply appropriate business analysis tools and techniques.

Responsibilities

As a Lead Business Analyst, you will:

  • Be a leader in the business analysis community (across government and externally).
  • Directly line-manage the Senior BA’s using a range of performance and Development tools to monitor delivery and support career development.
  • Build capability within your own Team and the Business Analyst Profession by promoting and managing learning and development.
  • Actively share knowledge and be seen as a go-to person in the field.
  • Ability to coach and lead teams in Agile and Lean practices, acting as a recognised expert and advocate for the approaches.
  • Set the direction for business analysis within a programme of work, guiding decision making and influencing the formulation of plans.
  • Ensure that proposed solutions align with organisational strategy, vision and desired outcomes.
  • Set the direction of scope and methodology for the representation of complex situations across an organisation.
  • Set the direction within the program to identify opportunities to perform activities or processes in alternative ways. Enable and empower others to recognise the potential for change and challenge the status quo.
  • Set direction and give others the means and authority to advise on the best methodologies and tools for the work, ensuring they are adopted consistently. Assess the effectiveness of different approaches and recommend tools to support organisational collaboration and build capability.
  • Direct the approach to requirements management, influencing the prioritisation of complex requirement sets, enabling long-term strategic decision making and short-term tactical fixes.
  • Develop engagement strategies and lead on communication with stakeholders at all levels. Establish relationships and apply the benefits of professional networks. Act as a point of consultation and escalation to resolve conflict in complex situations.
  • Set the direction for the identification and analysis of IT system capabilities. Identify gaps in functionality and enable others to explore and assess the effect of software changes.
  • Deputise for the Resource manager as and when required with delegated authority to make decisions and support wider delivery whilst being an active member of the Senior Leadership Team.
  • Help deliver a programme of Continuous Improvement by exploring opportunities to improve our key reporting and workflow management processes, also support/leading  on employee engagement initiatives.

Specific Criteria

Essential Criteria:

  • Demonstrable knowledge and experience of IT, Delivery and Technology Strategies.
  • Experience of working in a Business Analysis role gained from working in a digital environment.
  • Experience in helping teams to adopt a range of Agile tools and techniques to undertake business analysis.
  • Demonstrable skills in Communication and facilitation, process mapping, analysis and modelling, customer journey mapping, requirements engineering developing user stories and acceptance criteria.
  • Proven experience in Line managing Business Analysts.
  • Proven experience of Leading Business Analysts communities.
  • Proven experience of contributing to the Business Analysts Profession by delivering training, facilitating workshops and sharing best practice (inside and outside government).
  • Proven ability to engage with senior management to resource teams supporting service delivery.
  • Proven ability of identifying and managing stakeholders and managing expectations and requirements.
  • BCS Diploma in Business Analysis Diploma or equivalent experience in a Business Analyst role.

Desirable Criteria:

  • Knowledge and expertise to advise businesses and stakeholders how to develop software solutions including designing and implementing user needs and requirements based on customer centric values.
  • Experience of creating business analysis centre of excellence and promoting best practice.
  • Experience of working in and with multi-disciplined teams.
