Job description

Within HMRC’s Chief Digital Information Office you will be a key member of a delivery team collaborating with a wide range of partners throughout the full delivery lifecycles, understanding and analysing user and business needs.

Working closely with the Head of Business Services and Lead Product Manager to provide leadership and direction to internal customers, products and services for the Chief Finance Officer business area of HMRC (primarily Government Banking and HMRC Payments).

Taking an active lead within the wider Business Analyst community (across government and externally) championing user needs and advocating for delivering value on time.

Have functional management and/or people management and accountabilities, responsible for Business Analysts and working closely with other Lead Business Analysts and Lead Business Relationship Managers. You'll focus on proactively sharing knowledge and be seen as a go-to person in your field, owning key customer relationships and mentoring others.

Demonstrate flexibility andthe ability to work across function and support other areas when required. CDIO reorganisation is underway, and you will be comfortable working with ambiguity as that is progressed.

Working in partnership with stakeholders and leadership team to build comprehensive understanding of the business processes utilising SAP/non-SAP technologies and the requirements needed from solutions to improve/transform.

Leading our focus on end-to-end business operations understanding holistic business/systems requirements, collaborating with other IT functions, and aligning with end-to-end IT service management.

Working with internal customers to understand and articulate their requirements, ensuring security, compliance and other governance requirements are identified. Input to the future roadmap, working with suppliers and CDIO colleagues to help transform HMRC Finance and Commercial systems. Working with other government departments or companies who use SAP ECC6, S4/HANA and SAP Ariba (or equivalents) and other technologies, learning from collaborative working and sharing knowledge.

Responsibilities

  • Actively participate and be responsible for the work of your team in providing problem and requirements analysis, business process modelling and improvement, configuration and documentation where appropriate.
  • Pro-actively engage and develop close working relationships with all Senior Partners, customers and stakeholders, shaping and influencing delivery activity and governance, whilst aligning to HMRC strategy, helping to identify change/improvements.
  • Lead, coach and guide a multi-discipline team of analysts.
  • Ensure the correct placement and assignment of Business Analysts.
  • Input to programme-level roadmaps, reporting and setting the agile governance framework for product teams in a programme.
  • Key contribution in developing SAP Application and digital transformation roadmap.
  • An awareness of developing technologies particularly in the payments and banking area.
  • Act as a critical issue point of contact for the customer and service teams.

Essential Criteria

  • A broad IT background with experience of working in a senior IT role within a large scale multi source development environment with a range of delivery partners.
  • Proven ability to work with business and technology partners to translate business problems into technical, functional and process designs.
  • Good understanding of banking technologies and payments processes.
  • Validated leadership experience detailing your ability to empower, support and develop staff.
  • Excellent collaborative and communication skills including proven track record at a strategic level to influence wide ranging partner community, including senior stakeholders.
  • A good understanding of the enterprise arena and work on multiple, sophisticated projects.
  • Ability to act at the highest professional standard to lead, educate, inspire, innovate and mentor.

Desirable Criteria

  • An understanding of the technology supporting revenue in/out operations within HMRC
  • SAP Business Analysis/Consultancy level and hands on knowledge of either FICO, MM, PS, FM and S/4 HANA at application layer. SAP SaaS products such as Ariba and integrations.
  • Ability to identify architecture sensitivities and cost drivers and work with partners to handle their impacts and take ownership for making key decisions at pace.
  • Commercial experience in supporting supplier contract management activities.
  • BCS International Diploma in Business Analysis.

A sift of your CV and Personal Statement will be conducted and both MUST demonstrate evidence of the Essential Criteria for you to progress to the next stage.

Desirable criteria will only be assessed in the event of a tie break.

Suitable applicants will be invited to interview, where you will be required to provide evidence as to how you meet the Experience and Essential Criteria.

At "Interview" stage we would also like you to deliver a short presentation, details will be sent prior to interview if successful at sift.
