Job description

This is an exciting time to join a priority, high profile Programme of work within the CDIO Borders Transition Programme. Working in a fast-paced environment, delivering IT changes to meet Policy intent and Ministerial objectives. We are looking for applicants who can ensure effective IT systems operate at the border and enable the continued safe movement of goods, now that the UK has left the EU with a negotiated agreement.

As a Junior Project Manager, you will be supporting the delivery of IT projects or work strands within a Programme of deliveries. You will optimally support and deliver specified elements of the IT Projects, on budget, to specification and aligned with Project governance, ensuring the processes are in line with departmental and ministerial requirements.

We require strong communicators who can engage with individuals comfortably. Championing the Project & Portfolio Management profession.

As a Junior Project Manager, you will:


  • Support the Senior Project Manager to deliver the required project.
  • Support the development of and maintenance of the project plan for each stage of the delivery lifecycle, ensuring updates are recorded timely and accurately.
  • Facilitating project workshops/meetings, with documented outputs and actions and timelines to inform the project plan.
  • Support the effective management of project risks, issues, dependencies and constraints. Working with key stakeholders to identify and track mitigations and escalating where appropriate.
  • Work with a diverse range of stakeholders across the organisation, supporting the identification of key stakeholders and ensuring all individuals have been engaged in the development and delivery of the project.
  • Supporting the planning and monitoring of overall progress of the project through the use of recognised project governance and reporting/planning tools.
  • Working collaboratively with internal and external stakeholders to clear blockers or raising where appropriate.
  • Supporting/contributing to the business cases that justify projects, ensuring costs/spend and change requests are tracked and monitored effectively.
  • Supporting the design and development of appropriate implementation products to ensure success of change within the business.
  • Supporting the project to ensure alignment with Change Framework governance standards, identifying and acting upon lessons learnt.

Person specification

Essential Criteria

The successful candidate will need to demonstrate knowledge and experience in the following key Areas:


  • Understanding of how small to medium scale technical and IT change can be delivered using project methodologies.
  • Commercial awareness including managing and monitoring of project costs and budgets ability to effectively challenge external suppliers to ensure best service and value for money.
  • Excellent communication and stakeholder management skills.
  • Able to demonstrate the professional credibility required to work collaboratively across project and organisational boundaries.
  • Ability to flex across a range of priorities and deliver quality outcomes in a fast-paced environment.
  • Ability to facilitate project workshops and events.
  • Demonstrate a working knowledge/understanding of project planning and reporting tools.

Desirable Criteria

It would be beneficial if the applicant had an awareness of the following.


  • Understanding and practical experience of both Agile and Waterfall methodologies.
  • Project Management understanding/accreditation e.g. Prince2.
