Duties

  • Value for Duty: Officers determine the customs value of imported goods in accordance with Sections 45 to 55 of the Customs Act. In order to do this, officers verify whether the value declared by the resident or non-resident importer is consistent with the commercial documents and/or with the financial records and/or any other financial documents provided by the importer. This type of verification generally requires an on-site visit.

  • Trade Incentive Program, more specifically the Duties Relief Program: Officers determine the eligibility of companies as required by the program. Upon qualification, importers are granted a license number that authorizes them to import goods without paying duty under the condition that the goods will be exported. The verification of this program can be done by on-site visits, where the officers verify the company’s business tracking systems, as well as all the financial records to validate exports, Canadian sales and duties owed.

  • Origin Determination : Officers determine the origin and applicable tariff treatment for goods imported into and exported from Canada, according to the rules put in place by the free trade agreements in force. Officers analyze production processes and costs attached to the manufacture of goods. Accounting knowledge is an asset. This type of verification can sometimes be done in onsite visits, both in Canada and abroad. Officers use the customs tariff and the specific rules of origin of each free-trade agreement.

  • Tariff Classification: Officers verify, in accordance with section 32.2 (1) of the Customs Act, the tariff classification declared by importers for imported goods into Canada. In addition, they render tariff classification decisions to importing companies upon request. The Customs Tariff is the main tool for carrying out these decisions.

  • Border Information Services (BIS): Officers answer complex Level 2 questions from internal and external clients on a variety of CBSA programs, mainly Trade operations related and are assigned other Trade operations programs delivery tasks.

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in accounting, business administration, commerce, finance or some other specialty relevant to the position.

One year of experience or more making decisions in contentious or complex cases or files (examples: eligibility, audit, investigation or compliance).
One year of experience or more in the interpretation and application of the Customs Act in the commercial business line.
One year of experience or more in the interpretation and application of the Immigration and Refugee Protection Act.
One year of experience or more in the interpretation and application of the Customs Act in the travellers business line.
One year of experience or more in anti-smuggling efforts.
