Job description
We are seeking seeking a knowledgeable and experienced Interim Utilities/Energy Manager to manage the procurement and administration of the council's utilities providers and energy requirements. The successful candidate will have a strong background in energy procurement for large public sector organizations or local authorities.
What you will work on:
1. Procurement and Contract Management
- Develop and implement procurement strategies for the council's utilities, including electricity, gas, and water supplies
- Conduct comprehensive market research and analysis to identify the most cost-effective and sustainable utility providers
- Manage the tendering process, including drafting invitations to tender, evaluating bids, and negotiating contracts
- Monitor and manage existing contracts with utility providers, ensuring compliance and performance
- Collaborate with internal stakeholders to identify and achieve energy efficiency targets
2. Energy Management and Sustainability
- Develop and implement energy management and sustainability policies and strategies for the council
- Monitor and analyze energy consumption data to identify areas for improvement and cost savings
- Collaborate with internal departments to promote energy conservation and efficiency measures
- Identify and evaluate potential energy projects and renewable energy sources, including solar, wind, and biomass
- Ensure compliance with relevant regulations and standards, including carbon emissions reporting
3. Budgeting and Reporting
- Develop and manage the utilities budget, ensuring cost control and accurate forecasting
- Prepare regular reports on utilities consumption, costs, and savings for internal stakeholders
- Identify and secure funding opportunities for energy efficiency and sustainability projects
- Liaise with external bodies, including regulators, suppliers, and energy consultants

- The rate for this role is £500 / Day Umbrella
- The role is until end of June initially
What we're looking for
- A minimum of a Bachelor's degree in energy management, engineering, or a related field
- Proven experience in energy procurement and contract management for large public sector organizations or local authorities
- Comprehensive knowledge of the energy market, including pricing structures, regulations, and emerging trends
- Strong analytical skills and the ability to interpret complex data
- Excellent communication and negotiation skills
- Strong project management skills, with the ability to manage multiple tasks and meet deadlines
- Familiarity with energy management software and tools
- Knowledge of sustainability best practices and relevant regulations, such as carbon emissions reporting
- A commitment to environmental responsibility and the council's sustainability goals
Job Types: Full-time, Temporary contract
Contract length: 3 months
Pay: £500.00 per day
