Interim Programme Manager - Devolution
Temporary (until October 2023), Full Time
£600 per day PAYE/Umbrella
Outside of IR35

The Opportunity
Essex County Council, Southend-on-Sea City Council, and Thurrock Council, along with other local authorities in Greater Essex, are collaborating to pursue a Devolution Deal. They are seeking a Programme Manager with experience in devolution to lead and coordinate the delivery of work related to devolution. The role will report to the Head of Portfolio for Economy, Investment and Public Health and work closely with other senior officers and politicians in the Greater Essex area.
Accountabilities
- Puts in place a programme structure that creates an effective framework for delivery, enabling all stakeholders across a very complex and changing landscape to agree and implement the programme.
- Works collaboratively with service areas and partners across the system supporting the development of compelling documentation, including business cases.
- Builds effective stakeholder and partner relationships at senior level.
- Accountable for leading and influencing teams of people across multiple partner organisations in order to enable the successful delivery of the devolution programme.
- Accountable for developing and delivering a resourcing plan, including management of the programme budget to ensure delivery of outcomes.
- Responsible for overseeing risk and issue management, ensuring mitigations are in place to address issues between elements of the programme, and resolving these through negotiated agreements or escalating.
- Works collaboratively with stakeholders to agree on quantified realisable benefits and metrics to monitor impact. Designing and actively managing the programme plan, ensuring outcomes are achieved.
- Accountable for maintaining the overall integrity and coherence of the devolution programme and governance framework to support each project. Plan programme assurance activities and manage dependencies within the programme and across other activities in the portfolio.
- Accountable for ensuring robust reporting and governance is in place to effectively monitor and track programme delivery, including the development of an effective reporting framework to facilitate regular progress updates to a variety of forums.
- Responsible for cascading the programme vision and translating these into delivery objectives.
- Specific targets & objectives defined annually within the performance management framework.
The Experience You Will Bring
- Experience working with complex multi-agency partnerships, stakeholders, and across tiers of government. Ideally, this would include experience working in a devolution setting /establishing a combined authority or similar, including understanding the different combined authority governance models and applying the best lessons from existing combined authorities.
- Experience in building support across local partners in order to achieve success.
- Evidence of successfully implementing major programmes and projects within Public Sector organisations or with a Commercial Organisation delivering services to the Public Sector.
- Experience in working closely with Members and senior leaders and managers to overcome resistance to change.
- Exemplary leadership capability evidenced in creating a high-performance culture, drawing on specialist skills and expertise effectively, bringing together diverse capabilities.
- Evidence of creativity in exploring innovative business opportunities which maximize opportunities for the development of a financially sustainable service.
