About The Role

Working Hours: 35 hours per week

Contract Type: Permanent, Full time

This role requires:
  • Qualification - Minimum 104 UCAS points or A levels BCC
  • For mature applicants - personal statement is required detailing any recent relevant work experience.


This is an apprenticeship role, and the role holder will undertake a Level 6 apprenticeship qualification MSc Digital & Technology Solutions Degree Apprenticeship with an approved learning provider. Progression from Grade 6 will be based on reaching the professional and academic requirements throughout the duration of the apprenticeship.
In order to be confirmed in this role, you must successful complete the Level 6 MSc Digital & Technology Solutions Degree apprenticeship qualification and on completion of the apprenticeship and professional qualifications the role holder will move to Grade 8 Integration Developer
Applicants must be able to start in September in time to enroll for the MSc Course

The RBDxP Programme:

RBDxP is a dynamic and ambitious 3-year programme which will transform the way the Council interacts with residents, businesses, and partners.

  • The overall objective is to provide Manchester’s residents, businesses and partners with an easy to use, fully integrated set of digital public services that will improve customer journeys and interactions, using the best available technology, and make digital the preferred method of choice.
  • It will ensure residents and businesses who want to interact digitally can do so easily by utilising digital technologies, best practice methodologies, user engagement, data, and by building a digital, customer-focused culture.

Following an extensive discovery and engagement exercise with Manchester’s residents, businesses and Council departments, the programme will be implementing digital service improvements for residents and businesses, building in-house digital skills and capabilities based around a digital technology architecture using low-code solutions.

  • The low code platform will replace existing aging and outdated corporate digital systems such CRM, integrations and the Council website. The programme seeks to transform digital services which will result in the recruitment of a new Digital Team .

The RBDxP programme objectives:

  • Make Manchester City Council a digital leader of public services, reducing internal demand costs and increasing customer satisfaction.
  • Connecting our organisation together, allowing effective collaboration with partners.
  • Use inclusive design and understanding of the digitally diverse needs of our residents, to ensure fair and equitable access to all our services.
  • Ensure systems and technology provide the best customer experience and manages demand.

The Resident and Business Digital Experience Programme (RBDxP) falls within the Engagement and Delivery unit within ICT. It will be closely aligned with the ‘Digitally Integrated Council’ workstream which falls within the Council’s ‘Future Shape’ initiative’.

  • Make Manchester City Council a leading digital public services organisation that provides our residents, businesses, members and partners an easy to use, fully integrated set of digital public services which reduce our internal demand costs and increase customer satisfaction.
  • Make our digital public services work for our partners by connecting different parts of our organisation together and allowing effective collaboration between ourselves and our partners.
  • Use inclusive design and understanding of the digitally diverse needs of our residents, to ensure fair and equitable access to all our services.
  • Ensure our systems and technology complement each other and have the necessary linkages to provide the best possible experience for our customers and to ensure customer demand is managed effectively.

ICT Department:

The Digital Delivery Team will come under the Council’s ICT department, which has 4 function units and is made up of 164 staff. The 4 functional units are:

  • PMO & Governance.
  • Engagement and Delivery.
  • Enterprise Architecture.
  • Service Operations.
