Job description
This position is in the District of Columbia Homeland Security and Emergency Management Agency (DCHSEMA). The mission of DCHSEMA is to lead the District's effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. DCHSEMA reports directly to the Mayor through the City Administrator. The successful candidate for this position will assist the planning and implementation of a comprehensive critical infrastructure (CI) program for DCHSEMA.
The incumbent in this position provides advice on the legal implications of the FOIA and associated legislation and regulations relating to the disclosure of such information to members of the public, national and local media, politicians, other agencies, and all grades of staff within the HSEMA. The incumbent in this position also tracks upcoming, potential, and pending legislation, hearings, and regulations from the DC Council, other District Government agencies, and the Federal Government that may impact HSEMA.
Duties and Responsibilities
The incumbent will ensure an appropriate level of disclosure of information under the District of Columbia FOIA takes place in a timely manner and in accordance with legislation. Assumes specific responsibility for the decision-making process, including high profile or sensitive matters. Ensures that the HSEMA responds appropriately to all requests for information under the FOIA rules and regulations.
He/she will receive, review and analyze official FOIA requests and the records responsive to such requests and consult with HSEMA program officials about concerns they may have about the release of those records. Determines if the FOIA request disclosure will address program concerns about the release, entirely or in part, and whether fees will be charged, reduced, or waived in responding to requestors.
The incumbent develops or advises on the development of regulations and/or the amendment of regulations and procedural guidance, the interpretation and implementation of information access laws that address various FOIA matters. Foster effective working relationships and represent agency interests with other District agencies; federal, state, regional, and local governmental officials.
Qualification and Education
This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills and abilities to successfully perform the duties of the position.
A college degree in homeland security, emergency management, law, policy or any related field desired. A minimum of three (3) years of experience working in a related field is desired, including public policy, public administration, or legislative law.
Licensures and Certifications requirements
Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency manager or state-level emergency management certification.
Working Conditions/Environment
Incumbent will generally work in office settings with local travel. The incumbent will work outside and, in the community, potentially requiring extended time standing or walking through seasonal foul weather. The incumbent may be required to work with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30am - 4:30pm (however hours can vary based on the mission)
Pay Plan, Series and Grade: CS-0306-13 (Grant Funded-Term Appointment)
Collective Bargaining Unit: This position is NOT a part of the Collective Bargaining Unit (CBU) and is not required to pay month dues.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District’s overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.
