Corporate Centre Group
The Corporate Centre Group provides a wide range of corporate services to enable people at HM Treasury and many of the other organisations who form part of the Treasury Group (including the Government Internal Audit Agency, the Debt Management Office and the new National Infrastructure Bank) to operate effectively and efficiently. We are a diverse group, both in terms of our professions and in our ways of working.
The Corporate Centre Group is made up of: Commercial; Correspondence and Information Rights; Finance; Human Resources; Treasury Business Solutions (TBS); the Flexible Safer Working team, the Darlington programme team and Treasury Group Shared Services (based in Norwich).
Correspondence and Information Rights Team
The Correspondence and Information Rights Team (CIRT) comprises the Correspondence and Enquiries Unit (CEU) and the Information Rights Unit (IRU). The CEU is responsible for handling HM Treasury external correspondence (i.e. letters, email); the IRU is responsible for HM Treasury’s handling of requests for information under the Freedom of Information (FOI) Act, Environmental Information Regulations (EIR) and the General Data Protection Regulations(GDPR) . At CIRT, we provide the support and guidance to HM Treasury teams, ensuring that high-quality, timely replies are provided to correspondents.
The Information Rights Case Adviser position is an exciting role that offers the post-holder the chance to work with every team across Treasury. The Treasury sits at the heart of government policy-making and receives a wide range of interesting and often complex requests. The Information Rights Unit (IRU) is responsible for managing those requests and for ensuring that the Department follows the statutory requirements of the various Information Rights regimes. We work closely with policy teams on responses and provide handling advice for all FOIA and EIR requests to the Treasury.
The post-holder will develop an insight into many areas throughout Treasury, as well as understanding the Treasury as a business. They will gain an in-depth understanding of two of the three legal regimes that cover the management of the Treasury’s information – the Freedom of Information Act and the Environmental Information Regulations, and will represent the Department by engaging with Other Government Departments, the public and the Information Commissioner’s Office.
As an IRU Case Adviser, you will:
- Have or will develop a solid working knowledge of the FOI Act and the Environmental Information Regulations and be willing to undertake training.
- Handle own casework by ensuring policy officials engage fully with the IRU and the legislation and adhere to strict statutory deadlines.
- Represent IRU across the Department to advise our Treasury colleagues on the requirements of the legislation, providing training and guidance as appropriate.
- Suggest and deliver solutions for the appropriate handling of sensitive information through discussion with key partners to provide responses in accordance with the legislation.
- Engage with external partners including bodies associated with the Treasury, to share relevant knowledge and information.
- Review case handling at the internal review stage to assess whether responses were correct and in accordance with our obligations.
- Draft and deliver responses on Information Commissioner complaint cases to strict deadlines.
- Deliver awareness sessions on the information regimes across the department.
- Promote good practice to ensure HMT is compliant with the legislation, including strong information and records management.
- Work on continuous improvement projects to help drive up efficiency and performance.
Person specification
Required Behaviours, Experience and Technical Skills:
The ideal candidate will have previous experience of information disclosure issues, including experience of handling requests under the Freedom of Information Act and the Environmental Information Regulations, although training can be given.
- Ability to communicate both verbally and in writing with a variety of stakeholders, often of a higher grade, in order to build and maintain positive and effective relationships. (Communicating and influencing)
- Ability to quickly understand the work of a policy area, its information, the complexities and sensitivities and advising appropriately if and how the FOI Act and or the Environmental Information Regulations may be applied. (Seeing the big picture)

It is beneficial to ensure your answer focuses on the full criteria, and not just the related success profile, to give you the best chance or providing the evidence the panel wants to assess.
In your statements, it is best to focus on one example in each section to allow you to provide enough detail in your answer and use all the words you have been allocated. Examples from a range of roles across your application will demonstrate that you have the skills, experience and behaviours we are looking for. We would also advise you to use examples that best meet the criteria, even if it is a few years old.
How to Structure your Answer
Please use the STAR (Situation, Task, Action, Result) approach when writing your application answers.
- Situation - Describe the situation you found yourself in and what happened.
- Task - The Hiring Manager will want to understand what you tried to achieve from the situation that you found yourself in.
- Action - What actions did you take and how did you do it. Make sure to use “I”, not “we” to explain how your actions lead to a result.
- Result - Use facts and statistics to demonstrate the results that your actions produced. Explain whether it was a successful outcome, and if not, what you learned from the experience.

As part of our pre-employment security checks, if you are invited to interview and are not a current HM Treasury member of staff, you will need to bring:
- Proof of identity, e.g. your passport or driver’s license. Documents must be in date and valid.
- Proof of address, e.g. a utility bill or bank statement issued within the past 3 months
- Proof of your National Insurance (NI) number, e.g. letter from DWP confirming your NI number, or P60
- If you do not bring a UK or EU passport, you will need to bring other documentation of your right to work in the UK, e.g. your visa, biometric residence permit or birth certificate.
- If your right to work is granted through the EU Settlement Scheme, alongside you proof of identity you will need to provide either a letter of application or status outcome letter from the Home Office. If you are successful in being appointed to the role you will also be required to provide a Right to Work Share Code

Eligibility Statement
Individuals appointed to the Treasury Group will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 out of the past 5 years. A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case by case basis using all information that can be obtained following a successful application. You will be asked to provide information regarding your UK residency during your application, and failure to provide this will result in your application being rejected.
Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks.
For many roles, security clearance is also required. Successful candidates must meet the security requirements of the role before they can be appointed. The level of security clearance required for this role is Security Check (SC)
