The Operational Capabilities Command is a newly appointed directorate, where our mission is to ensure that operational colleagues have the skills, capabilities, tools and infrastructure which are modern, environmentally sustainable, fit for purpose and allows staff to maximise their operational effectiveness.
Our aim is to work across people and strategic workforce planning, change, digital, performance, engagement, risk, law enforcement engagement, or our vulnerability and fair treatment teams collaboratively as one team, as agents of change, to provide the innovation, service and thought leadership that is needed so that Enforcement, Compliance and Crime (ECC) runs well as a command now and transforms further to meet the demands and opportunities of the future.
We are looking to recruit an Assistant Director Immigration Compliance and Enforcement (ICE) and Reporting Offender Management (ROM) Operational Assurance Lead, who will direct and manage assurance staff in conducting second line assurance of operational front-line staff while they carry out their duties as part of the Home Office’s strategic aim to reduce the number of illegal migrants present in the UK and to work with partners, employers and the public to increase compliance with Immigration and employment rules.

Reporting to the Deputy Director, you will provide strategic direction and leadership to the assurance team, driving continuous performance improvements and enhancing professionalism and accountability within ICE and ROM teams. You will lead a truly professional, high-performing team with the necessary capabilities and skills to deliver for Immigration Enforcement and the wider Home Office. There will be direct Line Management responsibility of 1 staff member.
Person specification
As Assistant Director Immigration Compliance and Enforcement (ICE) and Reporting Offender Management (ROM) Operational Assurance Lead, you will be:
- Providing visible and inspirational leadership to the assurance, ICE and ROM teams.
- Acting as a professional and visible role model by undergoing appropriate enforcement training to enable you to be both warranted and arrest trained, so that you are able to accompany assurance and front-line staff on operational visits on a regular basis.
- Leading the team successfully to embed our IE vision by creating a positive team spirit, role modelling positive behaviours, recognising and praising strong-performance and effectively handling under-performance.
- Building team capability and supporting and encouraging sharing of knowledge, skills and best practice, to embed IE’s vision, and increase public confidence in Immigration Enforcement and the wider Home Office.
- Leading strategic oversight of the assurance team in contributing to delivering the National Programme of ICE and ROM front line operational verification visits, by visiting ICE and ROM locations throughout the UK to assess compliance with guidance and legislation.
- Leading and managing the deployment of assurance officers to conduct verification visits.
- Identifying areas and trends of non-compliance with guidance and legislation, ensuring accurate reporting is shared with relevant stakeholders.
- Building effective working relationships with internal stakeholders to drive continuous improvement of staff, guidance and training.
- Successfully leading and supporting the team through organisational change, understanding and clearly communicating the need for Immigration Enforcement (IE) to transform, in order to align its activities, to the wider organisational priorities.
Post holders will be required to undergo vital training to become warranted and arrest-trained (which will include a health assessment), so that they can deploy with assurance and front-line staff on operational visits.
Given the training investment in this role, we require a commitment to the role for a minimum period of two years.

Successful candidates will need to demonstrate:
- Previous operational experience and a good knowledge of enforcement policy and powers.

The sift will be held on the behaviours: Leadership, Developing Self & Others, Managing a Quality Service and Seeing the Big Picture and the Statement of Suitability (Personal Statement)
However, if a large number of applications are received, an initial sift will be conducted on the lead behaviour - Leadership and the Statement of Suitability (Personal Statement). Further Information
For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. Appearance
As part of this role you will be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.
Personal Safety Training (PST)
These roles can be physically demanding and if successful you will be required to complete and pass specialist training including Personal Safety Training (PST) which develops skills in personal safety, arrest and restraint techniques. This demands physical activity and physical contact with delegates on the course. You will be required to complete a PST health declaration and, if necessary, attend a medical examination. A formal offer will be conditional upon you being physically fit to undertake and pass the training.
Hybrid working is an option
Hybrid working enables employees to work partly in their workplace(s) and partly at home. A hybrid working pattern may be available, where business needs allow. Applicants can discuss what this means with the vacancy holder if they have specific questions.
