Duties

The incumbent serves as a specialist in the design, implementation, maintenance and/or operation of the Human Capital Information Systems (HCIS), including Federal Personnel Payroll System (FPPS), Time and Attendance (Quicktime), Data Reporting & Analytics (OBIEE and PowerBI), Performance (USA Performance), Personnel Folders (eOPF) and Recruitment (USA Staffing) at the FTC. The incumbent monitors the operations and maintenance of HR data systems and provides advice and guidance to HR staff and management officials on a variety of complex HR problems as they relate to the automated HR systems.

Performs requirement analysis for building and maintaining databases and tables. Ensures that all HR data systems products are reviewed for accuracy and submitted timely. Conducts regular evaluations of the quality of the databases and ensures accurate data flow to the payroll data system.Works with the HCIS Director and senior leaders in HCMO in the development of FTC policy and procedures related to HR data systems, such as personnel and payroll action processing, data entry, security files, payroll/personnel files and records maintenance. Performs the implementation and evaluation of these policies and procedures by implementing changes to the modules, as new regulations or policies require modifications to systems.Establishes and maintains regular and recurring report run schedules, analyzing requests, creating new reports, modifying current reports, to ensure recipients receive meaningful information to accomplish their mission. Monitors and evaluates a wide range of workforceinformation from FPPS, OBIEE, USA Performance, USA Staffing, and Service Now including, but not limited to, new hires, Full-Time Equivalent (FTE), separations, attrition, and retirement eligibility. Utilizing this data, will create charts, graphs, etc., to help FTC managers and supervisors in their decision-making efforts. Evaluates existing data sources to determine accuracy, currency and reliability. Coordinates with the HCIS Director, HCMO staff, and senior leaders in HCMO to continually review and assess the Commission's HCIS needs.Responsible for establishing formal and informal contacts with the Interior Business Center at DOI and OPM, as well as the Office of the Chief Information Officer and system program managers. Must keep abreast of changes that impact the Commission's HCIS data.

Qualifications

To qualify for a Human Resources Specialist at the GS-12 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
  • Experience working with HR Management Systems.
  • Experience serving as the system administrator for USA Performance and managing user accounts.
  • Experience serving as the system administrator for FPPS, providing support to FPPS users, managing user accounts and creating route paths to establish workflows for payroll and personnel actions.
  • Experience developing automated reports to compare employee data using Oracle Business Intelligence.
  • Experience generating a variety of HR reports using web-based queries, Power BI and Excel.
  • Experience drafting correspondence at the agency level, with direction from supervisor.
  • Experience serving as liaison with other organizations and/or payroll providers.
  • Ability to communicate and convey technical details concisely to a wide variety of audiences.
To qualify for a Human Resources Specialist at the GS-13 level, you must meet the following requirements:You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
  • Experience serving as system administrator for HR systems including USA Staffing, eOPF, Employee Express, and FHR Navigator and providing troubleshoot assistance of common system issues.
  • Experience with Service Now back end interfaces and protocols.
  • Experience developing and implementing strategic plans and milestones to ensure effective development and delivery of automated HR systems.
  • Experience drafting correspondence at the agency level, with little to no direction from supervisor.
  • Experience advising management on HR systems, pay and leave policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
