The City of Riverside is accepting applications for the position of HUMAN RESOURCES SPECIALIST / TRAINEE to fill a vacancy with the Safety Division in the Human Resources Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification in this and other program areas of the Human Resources department for up to six (6) months.
The Safety Division is responsible for coordinating and facilitating the City’s safety activities as it applies to regulatory compliance, and providing centralized training services to ensure employees are properly trained in compliance with applicable California Occupational Safety and Health Administration, or Cal OSHA, regulations. In addition, from maintenance to training, the City is constantly attempting to develop solutions to ensure compliance with all State and Federal regulations, as well as industry best practices and standards.
The ideal candidate will have strong organizational skills as well as the ability to multi-task in a fast-paced environment. Prior experience working in a Human Resources Department assisting and coordinating safety programs; proficiency in all Microsoft Office applications (Word and Excel); and excellent customer service skills are a must.
Human Resources Specialist in the Safety Division, under general supervision, performs technical, administrative, coordination and some analytical functions in support of the occupational health and safety programs, safety-related training; and do related work as required.
This is the entry level para-professional class in the human resources series. Positions in this class are assigned to one or more human resources program areas and are expected to complete assignments with substantial independence.
The salary range is as follows:
Human Resources Specialist Trainee $34,068.00 - $37,560.00 per year ($16.38 - $18.06 per hour)
An appointment made to the trainee classification will be for a limited period of time. Incumbents will serve in a training capacity and learn to perform the duties as defined in the regular Human Resources Specialist job classification. Advancement to the higher classification requires (1) additional experience, (2) additional education, and (3) department certification that the trainee meets all requirements for and is performing the full range of duties of the higher classification.
Typical duties may include, but are not limited to, the following:
Assist in resolving safety concerns; analyzing needs; interpreting safety policies and procedures; recommending effective courses of action.- Speak before groups concerning safety-related matters.
- Participate in special projects and training as assigned.
- Prepare and/or deliver orientation programs, training programs and other related workshops.
- Assist with the administration of the random drug and alcohol testing program.
- Prepare reports, charts, tables and graphs.
- Administer and maintain the DMV Pull Notice Program; monitor and notify departments of any license related issues.
- Conduct ergonomic evaluations and provide feedback to staff and supervisors related to ergonomic issues, make recommendations; maintain records related to ergonomic evaluations.
- Schedule locations and times for training programs; maintain training records, files and rating sheets.
- Design and develop training materials and manuals; conduct specialized computer software training.
- Work with various departments on various safety related projects.

Education:
Equivalent to an Associate of Arts degree from an accredited college in business/public administration, human resources, social or behavioral sciences, psychology, or a closely related field. Additional professional experience may substitute for the required education on a year-for-year basis.
