Overview:
Applications are invited for this HR Policy Manager post within People Directorate’s HR Policy and Public / Delivery Body Support Team which is part of the Employee Experience Centre of Expertise.
You will be part of a small, friendly team of HR professionals responsible for shaping, influencing and advising managers and staff across Scottish Government (SG) and our public bodies in matters relating to employee experience HR policy and staff wellbeing.
Balancing user experience, legislative requirements and deliverability is critical to the work of our team, particularly as SG HR undergoes a period of transformation. This role will help to shape the future employee experience HR Policy by transforming its delivery across the organisation.
Stakeholder engagement and working collaboratively and flexibly are key features of this role. You will directly advise senior leaders on matters of complex HR policy, building relationships across People Directorate and with public bodies, agencies, public inquiries and Trade Union colleagues.
Our team operates in a varied and interesting environment leading on advice and development of employee experience HR policy, and HR policy matters relating to the set up and operation of public bodies / inquiries. You will also advise on employment matters to ensure alignment with SG approaches including advice and scrutiny of severance (voluntary exit and settlement) business cases working closely with colleagues across SG.

The team comprises of 7 staff 1 Head of HR Policy supported by 1 Deputy Head of HR Policy, 1 Deputy Head of HR Delivery and Public Body Support, 2 HR Policy Managers and 2 Policy Officers. This role reports into the Deputy Head of HR Delivery and Public Body Support.

1. Strong interpersonal, professional communications (written and verbal) and confidence in building trust and dealing with a broad range of stakeholders both internally and externally; able to produce clear, concise, well-structured written work tailored to a number of audiences.
2. Well-developed competency and confidence in the use of IT packages and presentational software including Microsoft Word, Excel, Outlook, PowerPoint, Teams and OneDrive to support the delivery of the team’s business.
3. Experience of research, understanding / distilling information from a variety of sources and analysis of information to inform HR policy development and make sound decisions.
4. Project Management and exceptional organisational skills, managing and prioritising workloads in a flexible way to respond to competing priorities whilst meeting deadlines.
Location
The role will be based in Saughton House, Edinburgh. Working from home, hybrid working or other based on personal choice can be agreed in line with current Scottish Government policies. Attendance at the office is expected a minimum of one day per week.
Minimum time in post
You will be expected to remain in the post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade. In the event that further posts are required, a reserve list of successful candidates will be kept for up to 12 months.

Responsibilities:
- Draft, review and evaluate SG employee experience HR policies, procedures and guidance, through development to implementation stage. This will include undertaking external research and benchmarking exercises, EQIAs, risk management processes, considering changes in legislation and supporting any necessary training / awareness raising for staff linked to the implementation of revised / new policies.
Establish sound professional relationships to work collaboratively with a variety of stakeholders including Council of Scottish Government Unions; staff networks; People Directorate and corporate colleagues; SG Policy leads; HR specialists and Scottish Government Legal Directorate; internal and external organisations / networks, including UK Government departments.
Create and present user friendly, engaging and professional communications across SG on revised / new policies including overseeing the maintenance and updating of HR Policy pages on our staff intranet, Saltire.
Support the delivery of our HR Transformation Programme by advising on the Employee Experience HR policy requirements with regards to the introduction of new HR system / processes.
Provide accurate, timely and high-quality advice and support to delivery body HR Leads, sponsor teams and public bodies (where appropriate) on settlement and voluntary severance cases / schemes and any changes to the Civil Service Compensation Scheme.
Provide support to senior colleagues across SG and other public bodies including developing and approving lines to take for media and parliamentary queries as required, provision of briefing and coordination of responses to ministerial correspondence, Parliamentary Questions, Briefings and Freedom of Information requests, ensure accurate completion and deadlines being met.
Provide bespoke policy guidance and advice to colleagues and managers in relation to complex Employee Experience HR Policy queries, including supporting the management of HR Online staff requests to ensure any advice given is consistently applied and management information is considered to drive continuous improvement.

CIPD qualification or willingness to work towards this and relevant experience working in an HR environment, preferably in an HR policy, case management or HRBP role.
