- Salary range of £33,000-£37,000, commensurate with experience.

Role type: Full time (35 hours per week), 12-month fixed term (but with high likelihood of making permanent after first 12 months), standard office hours (9am-5pm) Monday-Friday.

Job title: HR Manager (Band 7)
- To implement and manage HR policies and procedures for MTS
- To lead MTS’s people development initiatives
- To provide other management support to MTS, as required, according to business needs
Responsibilities:
HR policies and procedures
- To develop and implement HR policies and procedures in line with relevant employment legislation and best practice.
- To be accountable for all staffing HR documentation, including all types of staff – office staff employees, zero-hours workers, contractors, etc and ensuring appropriate documentation and secure storage.
- To author and update all of MTS’s Job Descriptions and support the Head of Strategy, Resources & Development in evolving MTS’s organisational design (organsiation structure).
- To own, develop and update the MTS Staff Handbook, and communicate any changes to policies to all staff.
- To own and manage MTS’s HR IT systems and associated processes, providing training and support as required in the correct use of the HR IT systems, as well as monitoring usage data and compliance records.
- To manage all correspondence into and out of the ‘MTS HR' email inbox, with strict adherence to confidentiality.
- To support line managers in MTS in their roles, acting as an advisor to help managers to help their direct reports, as appropriate.
- To actively intervene, alongside (and in support of) line managers, if staff policies are not being adhered to, or standards of behaviour fall below expected standards.
- To support line managers with capability procedures, formal warnings, grievance procedures, employment tribunals, etc, working at all times within legal frameworks towards positive outcomes.
- To run an effective staff leavers process, carry out exit interviews and provide references for staff who have left.
- To oversee the recruitment process at MTS, for both staff and contractors, using both direct and indirect (agency) methods delegating as appropriate to the HR Assistant, and ensuring that we attract, hire, and retain the best talent for MTS.
- To be the main owner of all relationships with recruitment agencies, working to ensure value for money and very high quality of candidates for appropriate roles.
- To carry out CV reviewing, shortlisting and support the interviewing process, in partnership with recruiting managers in other parts of MTS
- To issue offer letters, and contracts of employment and manage the reference-gathering process
- To own and develop an efficient and effective induction and onboarding process, providing support as required to line managers.
- To help the HR Assistant in dealing with the most complex and high-risk queries coming into the ‘MTS Recruitment’ email inbox
Performance management and training
- To lead on implementing the PDR (Performance & Development Review) process at MTS, supporting line managers to set objectives, run performance appraisals, and support line managers with their duties to manage staff performance.
- To support the implementation and ongoing embedding of MTS’s Values, setting a good example for all staff to follow in displaying behaviours that match the MTS Values.
- To analyse training and development needs amongst MTS’s staff and design and deliver or commission training and development programmes and initiatives.
- To promote a culture of continuous learning and development at MTS.
Staff well-being, diversity & inclusion
- To develop and deliver appropriate staff wellbeing support, including designing and implementing a package of staff wellbeing support for MTS staff.
- To be MTS’s Mental Health First Aider (MHFA), acting as first-line informal emotional wellbeing support, providing signposting for staff to know where additional support is available, sharing information, and promoting mental health awareness.
- To implement MTS’s physical first aid training, and support individuals through this training, working alongside MTS’s Facilities Manager on the health and safety requirements of MTS’s staff and workers.
- Champion diversity and inclusion initiatives, fostering an inclusive culture where all employees can thrive and contribute to the company's success.
Payroll and salaries
- To work with the Financial Accountant and HR Assistant to run accurate and timely MTS UK, MTS Ireland and ABC accounts payroll processes
- To respond quickly and effectively to all payroll queries and make amendments for errors or omissions in the payrolls, ensuring any learning is captured and acted on.
- To develop and maintain good working relationships with external payroll accountants.
- To conduct audits to ensure staff submit accurate, truthful, and evidenced pay claims
- To maintain the systems that support effective payroll and pay claim processes.
- To support the annual pay increment process, to own the ongoing development of MTS’s pay bands, and support the implementation of MTS’s discretionary staff bonuses and other staff rewards.
Line management and continuous professional development (CPD)
- To effectively line manage the HR Assistant by providing regular and timely feedback on performance in compliance with all aspects of MTS’s performance management approach, as set out by the relevant HR and other policies.
- To approve direct reports’ overtime, time off in lieu (TOIL), annual leave, and other absences in line with MTS policies.
- To carry out regular internal audits of the HR function, identifying strengths and areas of improvement and working to implement continuous improvement and best-practice.
- To attend appropriate training and development (CPD) activities, including HMRC webinars, training courses, personnel / HR management training, etc, and to support the HR Assistants with their training and CPD appropriate to their career path, and ensure the HR team keeps up to date with current HR trends, legislation, and best practices, focusing on compliance and best practice.
Other
- To uphold the highest possible standards of confidentiality in relation to the data and information held by HR, and ensure that confidential documents, information, and data are not disclosed to anyone other than their intended recipient/reader.
- To comply fully with MTS’s GDPR and data protection policies and standards and Safeguarding (Children and Vulnerable People) policy, setting a strong example to others in this area.
- To carry out any other tasks and activities for MTS, according to business priority, as appropriate for this level role in the organisation.

Skills, knowledge, and experience required:
- Must have long-term eligibility to live and work in the UK
- Must comply with the UK government’s Home Office background checks and clearance process, which includes disclosing personal details and providing documentary evidence of living in the UK for 5 continuous years and working in the UK for 3 continuous years.
- Bachelor's degree in Human Resources, Business Administration, or related field (highly desirable).
- CIPD (Chartered Institute of Professional Development) Level 5 or higher qualification (highly desirable)
- A minimum of 5 years experience in an HR role, preferably within the education or examinations sector.
- Excellent knowledge of UK employment law and HR best practices.
- Proven experience in managing recruitment, employee relations, performance management, and staff reward processes.
- Experience in designing, delivering, and commissioning training and development programmes
- Strong interpersonal and communication skills, with the ability to build relationships at all levels within the organisation and externally, including excellent listening and empathetic skills, and a high level of emotional intelligence.
- Excellent attention to detail.
- Absolute commitment to confidentiality and duty of care.
- Excellent organisational and time management skills, with the ability to manage multiple priorities and meet deadlines, including knowing how to prioritize and delegate accordingly.
- Strong analytical and problem-solving skills, with the ability to use HR data to drive improvements.
- Fully IT literate and comfortable with up-to-date technical solutions, IT products, and services, especially Microsoft Excel and HR/payroll systems.
