Oversees the full array of strategic and operational human resources activities for the Fairfax County Health Department. Manages the daily operations of the Human Resources Unit and is responsible for oversight of all human resources activities, including recruitment, payroll, policies and procedures, employee relations, special project coordination, performance management, workforce planning, classification and compensation, and countywide liaison functions. Provides leadership, management, and direct supervision of human resources professionals and assistants in the HR Unit. Serves as an integral member of the department’s Executive Management Team, providing strategic leadership, direction, and expert guidance to senior department managers on all aspects of human resources functions and initiatives.

Plans, leads, and manages major strategic initiatives related to human resources that advance the department’s strategic plan and organizational goals. Collaborates across department, county, and community partners to develop and implement creative and effective recruitment and retention strategies to attract and retain employees for key positions. Sponsors quality improvement activities including the analysis of human resources business and operational processes and the formulation and implementation of improvement strategies to strategically address challenges in human capital management. Directs the tracking, analysis and dissemination of HR data, reports, and metrics dashboards to drive organizational excellence, and support data-driven decision making.

Collaborates with senior leaders and managers to resolve complex human resources issues proactively and creatively. Serves as the Health Department’s expert on employee relations matters, counseling management and employees to promote effective and productive workplace relationships. Provides guidance and recommendations on all phases of the performance management, coaching, disciplinary, grievance, civil service, and collective bargaining processes. Drives the development of departmental human resources policies, procedures, and guidelines using benchmarking and best practices for human resources management.

Manages senior level professional level staff in the execution of complex diversified human resources programs and initiatives;
Leads strategic human resources departmental initiatives related to Human Resources, such as, Workforce Planning, Succession Planning, Compensation Initiatives etc.;
Provides leadership guidance and assistance to senior departmental management on all aspects of human resources issues;
Serves as an expert in the interpretation of Human Resources regulations, resolution of complex issues and consultation for sensitive management and employee issues;
Oversees organizational development and training programs to identify needs, initiate, and respond to requests for organizational assessments and/or interventions designed to improve the efficiency and effectiveness of the agency;
Provides leadership in developing, designing, brokering, and delivering employee development and training programs that support and promote mission, vision, and values, develop leadership and supervisory skills, and support leadership principles and concepts;
Provides advice and counsel to managers and teams on the appropriate use of organizational assessments and how to integrate the results of interventions and/or assessments with County Human Resources policies and practices to improve the organization;
Manages the analysis of Human Resources business processes and makes strategic recommendations for improvement regarding issues affecting the business needs of the agency;
Provides high level Human Resources data analysis, conducts research, and interprets data;
Serves on departmental steering committees that establish best human resources management practices, benchmarking, and consistent human resources guidelines and procedures on a departmental basis.

Required Knowledge Skills and Abilities

Ability to identify and determine appropriate methods for gathering data;

Ability to use word processing, spreadsheet, and presentation software;
Ability to supervise professional and paraprofessional employees including coaching, counseling, training, and evaluation.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; Plus, five years of professional-level human resources experience including two years in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
CPR (Required within 60 days)
AED (Required within 60 days)

PREFERRED QUALIFICATIONS:
Master’s degree in Human Resources or a related field
Professional HR certification
Extensive knowledge and experience across multiple HR functions
Experience managing a team of HR professional and administrative staff
Experience working in the public sector
Experience in a collective bargaining environment
Advanced skills in Microsoft Office Suite and HRIS
Excellent oral and written communication and interpersonal skills

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), and kneeling, reaching, bending, climbing stairs; may be required to lift or carry up to 25 lbs. occasionally. Uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer; and touchscreen electronics. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a child protective services registry to the satisfaction of the employer.
