Job description

This is an exciting opportunity to join the HR Finance team, supporting and monitoring HR budgets and budget processes, while developing and improving your core Finance and Line Management skills.

The HR Finance Lead role is a new role in the HR Portfolio, Organisation Design and Transformation team & Finance team. We work closely with HR teams to support them in the delivery of quality HR & OD services which is underpinned by proactive and robust budget management and finance practices. This is a particularly exciting time to join the team, as we plan for the new financial year and look to implement new Corporate Service wide processes.

This role is suitable for a passionate Finance professional to develop their skills in stakeholder management, line management and budgetary controls. The role will also be involved in supporting and monitoring HR-led project budgets, leading on ensuring adherence to best practice procedures, tools and techniques. There is an opportunity to make a real impact in how HR delivers, with direct contact with the senior HR team and Chief People Officer.

Person specification

Budget management is a critical element to the directorate, additional qualified Finance professional is required to lead the HR Finance team and to align practices to civil service & Departmental standards.

We are looking to drive forward innovations in how we present financial information, working closely with HR stakeholders on how to incorporate and report this information. Additionally we want to monitor and streamline metrics that feed into cross government KPIs and returns, to ensure the messaging is coherent and provides relevant information.

The post holder will be provided with support from their line management chain but will be expected to lead the HR Finance budget management and budget setting.

This is an evolving role so responsibilities may be expanded and changed to match the strengths of the post holder and fit within the wider team. The core duties of this role are expected to be:


  • Leading the HR Finance team, including line management of 2 staff and report into the HR PMO Manager

  • Advising on the L&D budget.
  • Leading on the introduction of project budgets in the directorate, working alongside the PMO Manager.

  • Managing the HR budget setting process and proactive management of spend against budgets across the year

  • Working collaboratively with colleagues across HR to deliver interventions on budget issues

  • Delivering high quality and accurate products and presentations for SMT

  • Fulfilling Corporate Finance reporting / ledger requirements

  • Implementing Departmental Finance best practice aligning with Governance Finance requirements

  • Management of the HR In-Year Award process and budget

Skills and Experience

We would love to hear from you if you have Financial Management and Line Management experience.

Skills required:

Excellent Microsoft Excel, attention to detail, data analysis and interpretation skills are essential.

The ideal candidate will be comfortable explaining complex financial issues in a clear and succinct way, and able to process and simplify information to ensure the key issues are clear and backed up with actionable recommendations.

A form of accountancy qualification or studying towards one would be desirable. Either a CCAB (CIMA/ ACCA / CIPFA) or AAT or equivalent.
