Santa Clara Family Health Plan (SCFHP) is a local, community-based health plan dedicated to improving the health and well-being of the residents of Santa Clara County. Working in partnership with providers and community organizations, we serve our neighbors through our Medi-Cal and SCFHP DualConnect (HMO D-SNP) healthcare plans.
About the role:
The Human Resources Business Partner role contributes to company performance by working closely with the Director, Human Resources to develop and implement comprehensive performance management programs; designed to ensure efficient and effective organizational and employee performance, in compliance with applicable employment laws, regulations, statutes and internal policies, procedures and guidelines. The incumbent will work with other stakeholders, update policy, communicate changes, conduct research into best practices and stay up-to-date on regulatory changes.
Day to Day:
- Manages performance management programs, such as the annual performance appraisals; administrative investigations, corrective action and terminations; employment law compliance; personnel-related policy and procedure development and updates; department reorganizations; equal employment opportunity; employee, supervisory and management training; leadership development; succession planning; and employee engagement and retention.
- Leads and/or supports annual HR cycle deliverables to include employee onboarding, performance management, employee surveys, employment policy implementation, collective bargaining administration, and labor relations.
- Collaborates with Director, Human Resources, and Human Resources Executive on cases that are complex and of a confidential and/or sensitive nature.
- Conducts organizational analysis, including one-on-one and group interviews with leaders and employees to assess the organizational culture and effectiveness; provides team-building activities as appropriate.
- Evaluates the efficiency and effectiveness of organizational performance, identifies improvement opportunities, makes recommendations, and implements programs and activities to increase organizational and employee performance; assist managers to analyze, review, document, and report employee performance development.
- Analyzes statistical data and reports to identify and determine causes of personnel-related problems and develop recommendations for improvement, mitigation, and prevention.
- Receives and directs the responses to personnel-related complaints and concerns; initiates, oversees and conducts complex investigations; oversees investigations conducted by subordinate personnel for quality, thoroughness and appropriate follow-up in order to ensure efficient and effective organizational and employee performance.
- Support the dispute resolution process including investigating issues/grievances, maintaining and responding to documentation, engaging in discussions with management and union representatives in an effort to achieve effective resolution.
- Stays current with employment laws; interprets, recommends and implements modifications and/or development of policies, procedures and guidelines; advises and educates leadership on revisions or changes.
- Designs, develops and presents trainings to educate and develop leaders and employees within assigned area of subject matter expertise.
- Provide advice on human resource policies, procedures, and documentation; researches, identifies, and analyzes specific employee relations concerns and makes appropriate recommendations.
- Assist HR leadership to evaluate issues, patterns, and trends to provide proactive insights for HR solutions and program designs.
About You:
- BA/BS from an accredited college or university in Human Resource Management, Business Administration, or related field, or equivalent experience, training or coursework.
- Minimum eight years of progressively responsible experience working in employee relations as a HR Business Partner or HR Generalist, in multiple HR areas of responsibility listed above.
- SPHR or PHR Certification. (Desired)

Pay: $99,315.00 - $153,938.00 per year
