Our HR Service

Whilst the HR service is a core part of North Yorkshire Council, we are the trusted partner for hundred’s of clients that choose us to be their HR partner. The core sectors we deliver to are Public Sector; Local Government, Education: this includes Academies and Schools beyond the borders of Yorkshire. As a large authority, working in partnership and offering our economy of scale to partners for mutual benefit is part of our DNA and our history. In more recent years and in response to changing markets we have more proactively and commercially grown our HR solutions.

Our work is complex and interesting including organisation redesign, driving business performance through workforce development, supporting managers with their staff leadership approaches and interventions particularly when they face the complexities of performance, attendance and resolving conflict. HR Business Partner - Grade M - £42,503 - £46,549

Location: Northallerton / Hybrid

Full and part time opportunities available

Our organisation is undergoing transformational change with a strong focus on developing our performance, workforce and culture aligned with the Council’s strategic priorities. With this change in mind, we are seeking HR Business Partners in who will work closely with senior managers, supporting the continuous review, shaping and focus of workforce solutions and initiatives that will achieve delivery of objectives and priorities within services and across the wider organisation. You will work with all levels of staff across the Council, collaborating with colleagues in order to develop and influence the workforce agenda that closely supports the overall aims of the Council.

To meet the demands of this pivotal post, we are looking for someone who is experienced in large complex and unionised organisations and is able to effectively collaborate with colleagues at all levels, building strong positive relationships. You will be experienced in developing networks across the organisation, within and beyond HR, and will be skilled at engaging with senior managers, demonstrating your success in driving behavioural change in a complex environment.

You will provide professional challenge and support to services to assist the organisation’s leadership to manage, develop and evaluate workforce performance, identify priorities for improvement and plan effective change. Working with senior managers to support the efficient and effective delivery of their Service Plans aligned to the Corporate Workforce Strategy, leading on the delivery of corporate initiatives as appropriate. Linking into the Council’s performance management framework to contribute to strategic change management initiatives, projects and plans with senior managers.

HR Business Partners work closely with leadership and/or line managers in order to achieve shared organisational objectives, in particular designing and implementing HR systems and processes that support strategic business aims. HR Business Partners are HR professionals who are embedded within specific service areas of the organisation and provide a proactive workforce performance focus in support of the wider organisation, enabling managers to move to greater self-service and independence. Working closely with senior managers to support the continuous review, reshaping and refocusing of objectives and priorities within services and across the wider organisation.

HR Business partner working closely and in partnership with corporate HR centres of excellence such as Resourcing, Training & Learning, HR Shared Service, Organisation Development, Pay and Reward etc to ensure that Directorate workforce ambitions are realised. Through strong HR partnerships and a whole HR service approach, services are supported and challenged to deliver 21st century workforce solutions.
