Job Responsibilities

30%

1. Performs a variety of highly sensitive and confidential tasks involving payroll administration and diverse personnel-related activities on an ongoing basis.

  • Prepares semi-monthly payrolls for Negotiated, Code, hourly and supplemental employees in District 4.
  • Performs calculation of back pay, supplemental payrolls, temporary assignment pay, crew chief pay and shift differentials.
  • Reviews all Negotiated, Code, and hourly timecards for accuracy.
  • Establishes and reviews timecard schedules to correlate with payroll submittal deadlines.
  • Assists in district headcount reporting entries to a District Personnel database.
  • Reviews and distribution of retirement and Deferred Compensation for processing.
  • Performs complex personnel-related typing duties via a computer using Microsoft Word software programs.
  • Employment verification of District 4 past/present employees for credit card companies, loan companies, banks, etc.
  • Becomes familiar with existing or changing work rules in order to properly verify timecards.

2. Serves as timekeeper for District 4, enters data weekly from employee leave requests and/or verifies leave entries pulled over from the Operations Asset Management Program (AMP) into the Timekeeping System (TKS)
  • Spot checks updated records.
  • Assists employees with leave time issues.
  • Provides information and assistance to other bureau timekeepers regarding timekeeping policies.
  • Conducts follow up inquiries to resolve timekeeping issues.
  • Maintains employee timekeeping records in accordance with current retention schedules.

3. Develops and processes Personnel Action Forms (PAF's) and enters those changes/updates into the Personnel database.
  • Develops and processes CMS-2's which include actions for hiring, salary adjustments, promotions, demotions, transfers, suspensions, leaves of absence and related actions.
  • Develops, updates, and maintains employee personnel files, payroll documents, timecards and section files.
  • Maintains automated storage of personnel records and verification of employment.

4. Assists employee with necessary forms to retirement system.
  • Prepares detailed Death Benefits Summary as well as Lump Sum Retirement Contribution forms as requested.
  • Maintains telephone contact with retirement system to verify past employment records .
  • Advises Human Resources Representative of any pending legal action for employees attempting to extract monies from the system.
  • Assists employees with retirement planning and documentation upon retirement.

5. Provides guidance and assistance to non-technical employees on personnel transactions, payroll, employee benefits, contractual obligations and policy matters.
  • Provides responses to external requests for personnel information i.e., Civil Service Examinations, non-technical employment, employment verification and related matters, and Upward Mobility.
  • Assists immediate supervisor in administering employee benefit programs.
  • Fills in for supervisor in his/her absence.
  • Assists with training any new employees in the Personnel Section.

6. Assists in the development of numerous reports
  • AFSCME Quarterly Overtime Report, Disciplinary Report, and Suspension Report .
  • Processes and initiates annual evaluations for all code employees.

7. Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.

Knowledge, Skills, and Abilities

Minimum Qualifications
1. Requires knowledge skill and mental development equivalent to completion of two years of college, or satisfactory completion of an approved training program.
2. Requires ability to keyboard accurately at 30 wpm.


Preferred Qualifications

1. Prefer extensive knowledge of office practices and procedure.
2. Prefer working knowledge of human resources programs, rules, and regulations.
