Cherokee Nation 3S is seeking a highly motivated and detail-oriented Human Resources Assistant with a minimum of two years of experience in HR administration. The ideal candidate will be responsible for preparing and reviewing position/job descriptions, composing vacancy announcements, and developing position assessment criteria. The candidate will also assist in gathering documentation for qualification reviews, collect information related to veteran's preference, and provide administrative support for personnel security matters. Additionally, the candidate will perform other HR-related duties as required.

Human Resources Assistant Responsibilities Include:
- Prepare and review position and/or job descriptions (job analyses)
- Create and compose vacancy announcements
- Develop and store position assessment criteria and analysis
- Upload vacancy announcements and assessments
- Assist in gathering documentation and data to support cognizant Government personnel responsible for vetting qualification of applicants and conducting qualification reviews
- Collect, summarize, and present to cognizant Government officials information associated with an applicant’s veteran’s preference
- Assist in the preparation of necessary documentation and reviews to support cognizant Government officials in the audit and close out of personnel staffing cases
- Assist with initiating e-QIPs and resolving e-QIP issues and/or questions, reviewing e-QIP packages and other related pre-employment or re-investigative documents
- Provides administrative support to Personnel Security Specialists in completing actions in support of the Personnel Security mission
- Receive, log, and/or review request for initial or updated personnel security documents to ensure proper procedural requirements have been satisfied prior to initiating background investigations of individuals who would occupy positions where a determination of suitability and fitness for employment is required
- Determine whether subjects of investigation can be granted reciprocity by a completed investigation from another agency
- Review requests completed by subjects in e-QIP for errors, omissions, and conduct a quality review of all case documentation
- Work with subjects of investigations to assist with e-QIP access issues or questions
- Perform other job duties as required.
Human Resources Assistant Experience, Education, Skills, Abilities requested:
- High school diploma or GED
- At least two years previous successful work experience
- Ability to communicate effectively both orally and in writing
- Valid U. S. driver’s license and dependable vehicle
- S. Citizenship, and
- Successful completion of all required security clearance processing including background investigations
- Knowledge of and skill in applying a wide range of HR concepts, practices, laws, regulations and precedents to provide comprehensive management advisory and technical services on substantive organization functions and work practices. This includes:
- Knowledge of staffing and recruitment principles, laws, regulations and guidelines sufficient to provide management with innovative solutions and strategies to address recruitment and placement needs and to provide and coordinate the full range of technical placement and recruitment services.
- Knowledge of the full range of position classification and position management principles, policies, concepts, practices, and techniques sufficient to conduct comprehensive technical advisory services and operations and to provide recommendations that relate position classification to the total management process and other HR programs
- Knowledge of automated systems:
- The Contractors must have thorough knowledge of automated HR/personnel systems;
- preference for familiarity with USA Staffing which is used primarily in the performance of duties
- The Contractors may be using the USAO-NCE’s Personnel Tracking System (PTS) and must be able to learn and acquire a thorough knowledge of the PTS and its role in supporting Government officials in management decisions
- Contractors must have an active and current Delegated Examining (Unit) (DEU)
- Certification, which must be maintained throughout the duration of the contract. Contractor shall identify in its quote submission if this certification is held by proposed candidates at time of award; if not held, Contractor shall specify how it will meet the requirement for certification during performance. The Contractor shall ensure its quoted hourly rates are inclusive of any initial and/or annual certification costs that may be borne by the Contractor during performance. Costs for certification will not be allowable as separate line-item costs unless otherwise authorized in writing by the Contracting Officer.
